Albanian cocaine traffickers and Tirana tower builders who laundered their money, according to the SPAK indictment revealed this Friday, June 12, 2026, had also set their sights on the land near the “National Arena” stadium, known as the Bicycle School.
Newsbomb.al exclusively reveals details from the Special Prosecution’s file, which documents for the first time meetings in Aruba and Majorca, Spain, between traffickers, builders associated with them, and senior officials from Albania.
These illegal meetings have been frequently reported by investigative media in Europe, but now the Special Prosecution Office says it has officially documented them. Although high-ranking officials are mentioned in the file, they are not named.
Specifically, the SPAK file seen by newsbomb.al shows that:
From the totality of notarial actions and communications carried out, it results that the persons under investigation, Artur Shehu, Adrian Rama, Elton Memeti, were involved in carrying out actions initially to develop the property, then in legal actions disguised as donations in order to be able to issue building permits with their connections. For this fact, resulting from the data sent by the Spanish and Belgian authorities, the persons under investigation have also held meetings with each other abroad in Spain and Aruba, while they have also communicated in relation to meetings with senior state officials.
The issuance of the construction permit appears to have been hindered by the seizure of the ideal part that the subject Denis Matoshi had obtained through donation, a request for confiscation that had been sent, as well as the fact that the previously concluded contract was not revoked, and despite these facts, the criminal group, through the person under investigation, Adrian Rama, is following the actions carried out in the context of the construction of the Bicycle School and according to the communications he makes, he is awaiting development plans for its development.
The above persons under investigation appear to have been involved in actions consisting of concealing the true nature of the action, in order to avoid justifying the legal source of income due to the value of this land plot, given its geographical position and the development of the area; – transferring assets to several persons (successive actions) with the aim of concealing the illegal origin, benefiting from income derived from criminal activity;
– as well as in concealing the transfer of assets to persons without problems, but who are connected to persons who carry out criminal activity, facts which show that these assets are owned by the persons under investigation themselves, but the actions were carried out to conceal their connection with the land or its development.
Currently, no data has been obtained regarding this property as to whether other actions have been taken on the land for its development, taking into account the secret nature of the investigations, an investigation conducted without conducting open investigations.
To ensure the issuance of this building permit on this plot of land referred to as “land to the juvenile”, a series of meetings were held between the persons under investigation, including the person under investigation Alfredo Hamzai, resulting from the data sent by the Belgian and Spanish postal orders. Also, resulting from SkyEce communications, the persons under investigation Alfredo Hamzai and Ardian Zykaj have also had contact with the person under investigation Besnik Myftari, user of the telephone number 0692066004, a person who has guided them to invest in this property, convincing them that a palace would be built there by purchasing surface from the owners of the plot, an action which was carried out referring to notarial contracts concluded with the co-owners of the plot, relatives of the person under investigation Adrian Rama (referred to in communications as cousins of those of “capriccio”).
In the conversation dated 15.08.2022, at around 11:32, citizen Xhon Rama (355692070075) communicates with his mother, citizen Myzeje Rama (355692080924), where, among other things, he tells her about the person who will do the construction:
