According to the investigation, Igli Tare and Belinda Balluku have had a close relationship since 2014, and it is up to SPAK to establish whether the launch of businesses by Tare and their growth is exclusively related to Belinda Balluku. But one thing is certain, the success of these businesses, such as in construction or energy, is precisely within the scope of Balluku’s competences. And while Tare continued to reap financial success in Albania, Belinda Balluku did not hesitate to congratulate him on his successes in what he does best, football.

But let’s return to our investigation. In December 2018, the company Agro Roma was founded and registered with the Central Register of Companies on 25.01.2019, with the administrator Aleksandra Tare, Igli Tare’s mother, born in 1951.

The first balance sheet filed with the Central Bank is that of 2020. According to this balance sheet, the company operates in the field of construction, has one employee and does not declare income but states that it has obligations to the partner over 300,000 euros at today’s exchange rate. So the company has incurred expenses, which made us suspect that these expenses may be related to the application for a construction permit. In January 2021, citizen Soni Agalliu, who is a cousin of citizen Igli Tare, was appointed administrator. In the 2021 balance sheet, our suspicions are confirmed. Agro Roma 2019, now declares as inventory 99 million lek or 990,000 euros at today’s construction exchange rate, while for 2020 this value was 790,000 euros. Meanwhile, this company only had Soni Agalliu and Igli Tare’s mother, Aleksandra Tare, as employees.

Plug investigated further and found that Edi Rama and Belinda Balluku had approved a construction permit for this company in one of the expensive areas of Tirana.

In 2023 Agro Roma 2019 would absorb another company. Real Eco Energys shpk, founded by Edi Agalliu, the father of administrator Soni Agalliu.

This company, according to the object declared in the National Register of Companies, was founded for the benefit of a photovoltaic park, which is clearly evident both from the name of the foundation and its activity throughout the years of its existence. And after obtaining the permit, the company merged through the absorption procedure with the Agro Roma 2019 company, which together with the Real Eco Energys company also becomes the owner of the photovoltaic park approved with the signature and seal of Belinda Balluku.

In the 2022 balance sheet, this company declares liquidity in the amount of 1.6 million euros, while they state that they have receivables from the Navitalia company (12,721,617), so the latter has financed or carried out works in the amount of 120,000 euros. Nivitalia is another company founded in partnership by Igli Tare in 2019, with the object of agrotourism. While the item inventories or products in process now becomes 1.6 million euros. In the item expenses there are 200,000 euros for the 8% tax, so it is proven that this company without any activity has benefited from Edi Rama and Belinda Balluku a construction permit paid on 25.11.2020. But this company, according to the breakdown of expenses in 2022, has also paid for the completion of the project and the application for a photovoltaic park under 2 MW. In the liabilities section, it is specified that the company owes the partner the value of 1.5 million euros. Meanwhile, there is income from apartment prepayments in the amount of 2.2 million euros. But this balance also changes in QKB after the absorption of the company Real Eco Energy. In this period, a new balance is deposited where both liquidity and expenses increase.

On September 1, 2023, this company changes its main activity address and will now be: TIRANA Construction permit from KKT with No. 07, date 10/06/2021, Cadastral Zone 8210, near Zogu i Zi; So as detailed in the Partner’s Decision for the change of address, the permit was approved in June 2021, while the works and invoicing had already begun in 2020. The same situation continues with the 2023 balance sheets. In the 2024 balance sheet, this company declares that prepayments from customers for apartments are now worth 6 million euros. It is clear that the entire activity of this company is not related to any business in the real estate sector or the private market, but its sole source and focus are the permits granted by Belinda Balluku for the Photovoltaic partk and by Edi Rama or other government officials for the construction of towers in Tirana.

According to data from official documents, this company initially received a construction permit from the Mayor, Erion Veliaj, on 19.11.2020, and then on 25.11.2020, they paid the 8% tax. According to the permit, the developer is Agro Roma.

In June 2021, the KKT, with the signatures of Edi Rama and Belinda Balluktu, approved another construction permit near Zogu i Zi for the Agro Roma 2019 company.

Now, with the amended permit, it will not only be a residential complex but also a hotel.

According to salary data in 2021, Ms. Agalliu was employed as an analyst at FSHU, an institution subordinate to Belinda Balluku.

We do not know if this is the palace that Belinda Balluku is talking about on the phone with Evis Berber. We do not know if this is the palace that Belinda says on the phone do not sell for less than 3000 euros. While the construction permits were issued with the signatures of Belinda Balluku and Edi Rama, the generosity of the government leaders was accompanied by gifts from other mayors, who gave the farmers’ property to the new tycoons. It was the KLSH that found serious violations in the procedure for giving the land in Sheq Marinas, Fier, to Igli Tare’s company, and it is not a little but a full 3. 3 hectares.

On page 97 of the report, the auditors explain in detail the contract concluded between Agro Roma 2019 and the Municipality of Fier. The contract concluded with the company “AgroRoma” Sh.PK is dated 27.05.2022 with a term of 20 years. So it is clearly evident that the land that Armando Subashi gave to the Igli Tara company is not part of this decision of the Municipal Council, and was used as a reference, leading this procedure to falsification.

But not only that, according to the SAI, all procedures for the granting of land were violated, no working group was established to carry out the practice, and even in violation of the law on the granting of state assets for rent, the competencies of the Ministry of Economy were taken.

So, after openly violating the procedure, after not even setting up a working group to evaluate the documentation, after not reporting on the price determination. Armando Subashi also takes the blame of the Minister of Economy because only he has the power to rent out unproductive land, which also includes the category of ranches.

But Subashi, for Belinda’s friends, was not satisfied with that, even though the Law clearly stipulates that the maximum term for concluding this contract is 10 years, he signs it for 20 years. After signing the agreement between the Municipality of Fier and Agro Roma on 18.12.2020, Belinda Balluku gave Preliminary Approval for the construction of a photovoltaic power plant on 30.12.2021. Then, Armando Subashi, in 2022, concluded the final lease contract with the Agro Roma 2019 entity. After all the procedures with serious legal violations had been completed, in May 2023, Edi Rama and Belinda Ballku approved the construction permit for the photovoltaic power plant.

To successfully conclude the procedure, Igli Tare has certainly received consultancy from another company linked to the Socialist Party. According to the balance sheets published in the Central Bank, it would be the company A2 Partners & Law, founded in January 2020 by Fatmir Xhafa’s daughter, Aulona Xhafaj. The latter is also not an unknown name, not only as the daughter of the architect of the Justice Reform, but also as the beneficiary of another photovoltaic park permit adjacent to the Igli Tare park. So even in this case, strong doubts arise that the new energy zone in Fier is not simply an investment in this sector, but a new space for the appropriation and acquisition of permits by people close to power who tomorrow will be the masters of the country’s energy sector, with millions in their pockets thanks to the vision of Belinda Balluku and Edi Rama.

These episodes are part of the SPAK file, or at least they should be, since they have a fact that directly connects the two characters. A “prestanome” of Belinda Balluku’s assets, as Igli Tare with her signature transforms from a footballer into an energy businessman. Is this episode also a reward within the framework of the service? SPAK remains to clarify!

We will focus below on what the Special Prosecutors have confirmed, how the villa on the coast is the product of a corrupt affair, which Belinda Balluku benefited from thanks to a 1 million euro tender when she held the position of director of Albcontrol, and in this case the registration was made using Igli Tara and one of her closest associates, Joana Bushi…

The Special Prosecution Office clarifies that former Deputy Prime Minister Belinda Balluku is officially charged with committing the criminal offense of “Violation of equality of participants in tenders or public auctions”, in collaboration, for the procurement procedure with the object of “Construction of the Llogara tunnel” on the Orikum-Himar road section, as well as for committing the criminal offense of “Violation of equality of participants in tenders or public auctions”, in collaboration, in seven cases of procurement procedures for the construction of the Tirana Outer Ring Road.

But on June 4, SPAK decided to charge the former number 2 of the government, and one of the powerful people of the Socialist Party, with criminal charges of “Passive corruption of persons exercising public functions” and “Laundering of the proceeds of a criminal offense or criminal activity”, in collaboration.

In a demonstrative sign against the demands of the European Union or any Western ally, and in a show of force against Justice, Edi Rama ordered the 83 majority MPs to become a shield for Belinda Balluku and not allow her arrest.

In less than 3 months, the Special Prosecution Office has filed charges of corruption against Belinda Balluku and money laundering, based on one of the episodes recorded at the time when she headed Albcontrol, with a villa acquired for vacations while Edi Rama was about to promote her again to his side as Minister of Infrastructure and Energy.

But unlike what Belinda Balluku declared while greeting her subordinates, telling SPAK that she would be free thanks to political power, prosecutors only in this corrupt episode have discovered a luxury villa on the coast of Dhërmi, which has already been seized as a product of corruption.

The Special Prosecution Office has continued the investigations against citizen Belinda Balluku, who is currently being held as a defendant for the criminal offense of “Violation of equality of participants in public tenders or auctions”*, in collaboration and after conducting further investigative actions, is also suspected of committing the criminal offenses of “Passive corruption of persons exercising public functions” and “Laundering of the proceeds of a criminal offense or criminal activity”, in collaboration.

In the official announcement, SPAK confirms that the pursuit of investigations using special methods, the collection of digital evidence and other evidence administered up to this stage of the preliminary investigations, have resulted in data on new criminal facts against the defendant Belinda Balluku, for the criminal offenses of “Passive corruption of persons exercising public functions” and “Laundering of the proceeds of a criminal offense or criminal activity”.

The corruption case is related to the tender with the object “Reconstruction of the Albcontrol technological building for improving conditions”, with a limit fund of 88,651,633 (eighty-eight million six hundred and fifty-one thousand six hundred and thirty-three) lekë, as well as the “Contract Addendum for ‘Reconstruction of the Albcontrol technological building for improving conditions'”, with a value of 14,161,814 (fourteen million one hundred and sixty-one thousand eight hundred and fourteen) lekë excluding VAT.

In relation to this procedure, it results that citizen Belinda Balluku, in the capacity of the head of the contracting authority “Albcontrol” sh.a, with the duty of General Director, in collaboration with citizen Evis Berberi, with the duty of Head of the Procurement Sector, as well as the members of the Procurement Unit, citizens SP, EN and AM, have predetermined the winner of this tender.

These actions are related to the phase of project preparation and procedure development, in determining the criteria and approving the tender documents, by predetermining and creating unfair advantages and privileges for the winning company of the procurement procedure, the economic operator “Eurocol” sh.pk.

The favoring of the winning company continued even at the moment of signing the contract, by offering an immediate prepayment of 50% of the contract value, as well as during the implementation of the contract and its addendum.

The investigation results that citizen Belinda Balluku, due to her public function as General Director of Albcontrol sh.a, in exchange for favoring the company “Eurocol” sh.pk in the aforementioned procedure, has requested and received an irregular benefit, which, referring to the order contract, is worth 145,000 (one hundred and forty-five thousand) euros, consisting of real estate, specifically villa no. F6, in the “White Rocks” tourist resort, Gjilekë, Dhërmi, Himarë Municipality, Vlorë District, with the developer being the company “Eurocol” sh.pk

The irregular benefit was sought during the development of this procurement procedure, where it results that at that time the company “Eurocol” sh.pk had applied for and was provided with the Complex Development Permit no. 2385/1 prot., dated 27.3.2015, approved by the Decision of the National Territorial Council no. 7, dated 7.3.2014, “On the approval of the complex development permit for the tourist resort in the village of Gjilekë, Dhërmi, Himarë Municipality, Vlorë District”.

So, as SPAK emphasizes, there is new evidence confirming that Belinda Balluku, despite being awarded this tender worth over 1 million euros, DEMANDED the villa on the coast as a bribe.

Not only corruption, but SPAK also accuses the former deputy prime minister of Money Laundering, by hiding and registering the benefits of corruption in the names of other people.

Investigations have also identified the use of suspected fictitious legal transactions, with the aim of concealing the origin and real ownership of the assets.

The property placed under “preventive sequestration” consists of a “Two-storey individual villa type Begonia with No. F6, the fenced plot available to the villa is no less than 300 m2. Villa F6, within this plot, has an area of ​​103m2 (ground floor 54 m2 and first floor above ground 49 m2). Villa F6 also has a 34m2 veranda. The parking space is located within the plot area. As confirmed by the order contract, immediately after Belinda Balluku’s appointment as Minister of Infrastructure and Energy, she would be rewarded and vacation in the villa secured through corruption, as an associate of Edi Rama.

Following the investigations conducted within the framework of criminal proceedings no. 136/2025, following the request submitted by the Special Prosecution Office, the Special Court of First Instance, with decision no. 412, dated 3.6.2026, has imposed the “preventive sequestration” property insurance measure on the immovable property, indirectly owned by citizen Belinda Balluku, located in the “White Rocks” tourist resort, Gjilekë, Dhërmi, Himarë Municipality.

To hide this wealth, a product of corruption, Belinda Balluku has used one of her closest people for many years, former footballer Igli Tare. Along with him, SPAK also accuses Balluku’s former chief of staff, Joana Bushi, one of the key figures in the career and affairs of the former Deputy Prime Minister.

It turns out that citizen Belinda Balluku has committed the fictitious act of the order contract no. 1059, dated 5.12.2018, concluded between citizen Igli Tare and the owner of the company “Eurocol” sh.pk, citizen Pandeli Carapuli. The illegal actions in the form of laundering the proceeds of the criminal offense have continued by citizens Belinda Balluku, Igli Tare and Jona Bushi, by committing another fictitious act, that of the rental contract (hand contract), dated 25.5.2022, and the amendment to this contract, dated 26.4.2024.

Villa No. F6 is located in one of the elite areas of Dhërmi. While adjacent to Balluk’s villa, sources close to SPAK claimed that it is also the villa of her subordinate, Viola Haxhiademi, who serves as Secretary General of the Ministry of Energy and Infrastructure.

The signal, believed to have come to SPAK from a foreign embassy operating in Albania, explained that the luxury villa had been donated to Belinda Balluku by businessman Pandeli Carapuli. But the in-depth investigation conducted over the past few months has revealed the maneuvers used by the senior official, Belinda Balluku.

As Carapul’s company won the two tenders, financial payments from “Albcontrol” to the company “Eurocol” have begun to flow.

However, unable to obtain the luxury villa in her own name or that of her close family members, Belinda Balluku, then director, chose a well-known figure in Albanian and Italian sports. The value of this contract signed between Tare and Carapul at that time was 145 thousand euros. Verifications carried out by SPAK have revealed that Igli Tare has paid through a Second Level bank in Albania, the amount of 70 thousand euros. While the remaining part as the difference of 75 thousand euros, there is no trace of how it was paid, since there is no bank transaction. SPAK’s investigation has proven that Tare did not pay the 70 thousand euros himself, but authorized his brother, Agron Tare, with a power of attorney, to carry out the 70 thousand euro transaction in the bank. SPAK claims that Tare has never been and has not lived in the luxury villa in Gjileka.

And this fact the investigation group supports in the statements of the employees of the complex, the villa’s maintainers, who show that they have never seen Igli Tare in that property. According to the employee, Belinda Balluku used to come to this property and they have created the belief that the villa belonged to this official. Also, Igli Tare, was not involved at all in the furnishing and decoration of this luxurious villa, since Belinda Balluku and her family members were the ones who took care of such a thing. Such a fact, according to the SPAK file, has been proven by the finding of written communications, voice messages and photos on the phones of the persons under investigation, where it is clearly proven that the furnishing was carried out by Balluku and her friendly circle.

Meanwhile, when 3 years and 5 months had passed since the signing of the contract of sale with Carapuli and when Igli Tare had never gone to see the luxury villa he had purchased, surprisingly he signed a contract in person, not in front of a notary, where he agreed to rent the property, villa F-6, to citizen Joana Bushi. It is learned that SPAK has not found any payment mandates or bank transactions made by Joana Bushi towards the bank accounts of the former footballer, Igli Tare. It is alleged that the payments were made informally.

But despite the fact that legally the property is in the name of Igli Tare and the latter has never left, but has rented it to Joana Bush, the luxurious villa is enjoyed by Belinda Balluku and her family. Therefore, SPAK prosecutors, Dritan Prençi and Dorina Bejko, decided on June 3, 2026 to seize this villa, as proven to belong to Belinda Balluku.
