During a recent speech on the challenges of state-building and justice, Prime Minister Rama emphasized that technology and artificial intelligence are key to accelerating institutional development.

This new technological era, according to the Chief Executive, is expected to shorten decades of work on building a functional state.

According to Rama, history has proven that instant justice, which once translated into extreme punishments like “a bullet in the forehead or the guillotine,” is not a long-term solution.

The only way to protect the future of generations, he said, remains democracy, the balance of powers, and the creation of a system that guarantees the rights of everyone, including the accused.

Rama further emphasized that building a strong state is not based on noisy episodes. The latter, although they may help temporarily, do not form a sustainable system. The true basis of state-building lies in the set of steps taken patiently and in silence.

What will make the difference and help overcome the time needed to set up the system at an unusual speed is the incorporation of artificial intelligence. Taking the example of France’s highly structured public administration, it was implied that the integration of technology will be the main mechanism for a radical transformation of institutions.
