The explanation provided emphasizes that the “Mountain Package” was not made for oligarchs or foreigners, refuting the accusations that have been weighing on public opinion for some time regarding this idea.

Most criticisms of the “Mountain Package” stem from the idea that the law was created for large, foreign investors or “oligarchs.” If one reads the law, these theses do not hold up.

An oligarch does not need a law that requires proving actual possession of land for at least 10 years, as this law expressly states.
