Construction in tourist areas is suspended during the season, only minor interventions are allowed between 08:00-17:00

Construction work in tourist areas will be suspended during the season, including from the extraction and processing of aggregates, to the laying of foundations and excavation, as well as any work that causes noise and pollution.

The only exceptions are minor interventions and the erection or arrangement of construction sites, which must be carried out within the 08:00-17:00 time slot.

SUSPENSION OF CONSTRUCTION WORKS AND RELATED ACTIVITIES IN TOURIST AREAS DURING THE 2026 TOURIST SEASON

In support of Article 100 of the Constitution and Article 30/1 of Law No. 93/2015, “On Tourism”, as amended, upon the proposal of the Minister of Tourism, Culture and Sports, the Council of Ministers

V E N D O S I:

1. Suspension of construction works and other related activities in tourist areas during the 2026 tourist season, in order to guarantee its smooth development.

2. During the suspension period, the following shall be suspended in tourist areas:

a) all works in quarries, points of extraction, processing and use of inert materials, as well as any activity related to them;
b) all construction works, from the foundation and excavation phase, until the completion of the erection of the structure;
c) all construction works that cause noise, dust or other negative impacts on the environment.

3. The suspension period for the 2026 tourist season begins with the entry into force of this decision and ends on September 15, 2026.

4. The following are exempt from suspension:

a) interior finishing works and minor works, carried out after the completion of the erection of the carbine, equipped with the relevant permits, as long as they do not cause noise pollution, dust or other negative impacts on the environment;
b) the erection or arrangement of construction sites, according to the provisions of the legislation in force.

These works are carried out within the time slot 08:00–17:00.

5. The suspension period, according to this decision, will be calculated as an additional period over the period of the construction/development permit, for each construction/development permit or activity permit that has been granted to entities or that will be granted after the entry into force of this decision.

6. For construction permits or other activities granted before the entry into force of the law, municipalities and the National Council for Territory and Water or other competent authorities, at the request of the development entities, approve the extension of the deadline for the completion of the works/activities, taking into account the duration of the suspension, approved by this decision.

7. The areas where the suspension of construction works and related activities is applied include the coastal strip, as defined by the legislation in force on territorial planning and development, historical centers, protected areas with a tourist function, and urban tourist centers. Other territories, where during the tourist season a high influx of tourists is recorded or tourist activities are carried out, are determined by joint order of the minister responsible for tourism and the Minister of State for Local Government. The suspension also applies to activities related to construction works, which take place outside the areas defined in this point, when, due to their nature, location or manner of exercise, they affect or may affect the normal development of tourist activity in these areas, causing noise, dust, pollution or other similar effects.

8. The Ministry of Tourism, Culture and Sports, local self-government units, inspection units under local self-government units, the National Council for Territory and Water and the National Inspectorate for Territory Protection are responsible for the implementation of this decision.

This decision enters into force upon publication in the “Official Gazette”.
