The Peçi earthquake causes “earthquakes” in the Municipality of Vlora. One of the companies of its former directors is taking the 2.6 billion lek tender for the asphalting of Vlora before the elections. The Mayor of Vlora, Brunilda Mersini, has prepared the papers and has announced the winner of the tender, the company from Tepelena “NG Struktures”.

But such a large amount cannot be obtained without noise. The tender was held on April 7, 2026, although it was supposed to take place on March 27. For the time being, the procedure has been suspended and is left in the hands of the Public Procurement Commission.
More specifically, it concerns the procurement “Asphalt resurfacing for 2026” divided into 2 lots, with a total limit fund of 255 million new lek excluding VAT.
One road and two jobs, both deceiving citizens before local elections and filling the coffers of the “Rilindja” business.
The roads that will be paved are in the inner neighborhoods of the city of Vlora, which have been neglected and only get their turn when there are elections.


This is the procedure for Lot 1 with a limit fund of 136.1 million new lekë excluding VAT. On the same date, the tender for LOT 2 with a limit fund of 119.7 million new lekë excluding VAT was also held.

In the first phase, the commission set up by Brunilda Mersini evaluated the participants’ offers, qualified the company “NG STRUCTURES” SHPK and disqualified the others.
Outraged by this decision, the administrators of two of the participating companies have filed a complaint with the Public Prosecutor’s Office.

The companies request the annulment of the decision on the disqualification of the bid submitted by the joint venture of economic operators “BIBA-X” SHPK & “R|S|M CONSTRUCTION” SHPK.
The qualification of the bid submitted by the economic operator “NG STRUCTURES” SHPK is also objected to.
The same complaint was made about the second Lot of this tender, which was also “mortgaged” to the company of the people of Tërmet Peçi.

The companies complain that they have been unfairly disqualified, allegedly having submitted an abnormally low bid. Also, the association of operators raises claims about the qualification of the company “NG STRUCTURES” SHPK. Given that the same operator has been declared the winner for more than one lot, we request verification of the technical capacities, human resources, available means; in order to ensure the parallel implementation of the contracts.
We recall that the acting mayor of Tirana, Anuela Ristani, has awarded the 7 billion lek tender to the firm “NG STRUCTURES” with the object “Construction of a 9-year school Type (2) and a high school Type (4), Structural Unit KA 283, Street “3 Dëshmorët”. The contract was signed on June 11, 2025.

The tender was reported to the Public Procurement Commission as irregular, because the criteria were not met by the winning company. But the Commission rejected the request. This contract is for a two-year term, however, from field observations, it is clear that the works have been delayed in this facility.
Likewise, in October 2025, the Elbasan Waterworks Company awarded this firm the 2.3 billion lek tender for “Construction of the waterworks of the villages of Polis-Sheh, Polis-Qender, Polis-Gurshpat Librazhd”. The duration of this project is 18 months.

Being a Tërmet company, this tender was also awarded with a “Red Flag”, which is a sign of the risk of corruption.
So, according to the contracts that this company has received at one time, it is up to it to leave the school in Tirana unbuilt or to drain the villages of Librazhd of water. While it must definitely pave the asphalt in Vlora, because Prime Minister Rama passes through there.
Thus, Mayor Brunilda declared the company NG STRUCTURE the winner without conducting any verification of the fulfillment of the criteria, because she is mocking her colleague Tërmet Peci.
But how did this financial empire of Tërmet arise? In 2015, after winning the local elections, the former mayor of Tepelena, Tërmet Peçi, (currently a member of parliament for the Socialist Party) hired Lorenc Bami in the Directorate of Planning and Control of Territorial Development.

A year after taking this position, his wife, Aleksandra Bami, in collaboration with citizen Hekuran Hoxha, created the company NG STRUCTURES shpk.
In November 2017, Hekuran Hoxha sells 50% of the company’s shares to his son, Fatjon Hoxha, for a ridiculous sum of only 500 euros.
By the end of 2017, the company invoices 11 million lek and declares a profit of 600,000 lek. A year later, its invoices increase 8 times, directly related to the tenders won by the Municipality of Poliçan and the Municipality of Gjirokastër. This galloping growth of the finances of the newly created company is directly related to the absorption of public funds, as in 2018, it turns out that NG STRUCTURES opens 3 secondary addresses, which are related to projects financed by public funds:
“Reconstruction of the 9-year school “Refat Keli” in Poliçan”; “Reconstruction of the school “Asim Zeneli” and external arrangement in Gjirokastër”; “Engineering measures for the landslide on the Shtufi hill, Gjirokastër”.
In May 2019, Aleksandra Bami sells the shares to citizen Fatjon Hoxha. According to the contract, Aleksandra Bami will benefit from the profit of 5.8 million lekë in 2018 and 19.1 million lekë for the period January-April 2019. In total, from the sale of the shares, Aleksandra Bami will benefit from the gross amount of 24.9 million lekë, or in other words, about 240,000 euros.
While 23 days after the purchase, Fatjon Hoxha sells the shares again to his father, Hekuran Hoxha, for only 1,000 euros.
On January 10, 2019, citizen Gjolek Shehu founded the company IUMENTIS shpk. Immediately after its establishment, this company entered into a lease agreement for a public property with the Municipality of Tepelena. This action was taken at the proposal of Tërmet Peçi, the mayor of Tepelena.
According to the decision of the Tepelena Municipal Council, dated 25.01.2019, the conclusion of the notarial contract “Rent Contract” has been approved, and this contract bears the signature of Lorenc Bami, who seems to be moving the millions insured for the Earthquake.
Within 5 days of signing the contract, Tërmet Peçi and Lorenc Bami approved the construction permit for the construction of a Regional Slaughterhouse by the company IUMENTIS. This fact was audited by the Supreme Audit Office (KLSH) and documented in an official report.
In March 2019, the company IUMENTIS entered into a contract with the entity NG STRUCTURES, a company run by Lorenc Bami’s wife. This entity issued an invoice of 140,000 euros for the design of the Regional Slaughterhouse. This invoice was discovered by Aleksandra Bami’s posts on social media, where she published photos of the project and the name of the company.
In October 2019, the company IUMENTIS applied and was approved for a fund of 758,000 euros from IPARD funds. This fund was approved to help develop the Regional Slaughterhouse in Tepelena. Doubts were raised even more during the inspection by Prime Minister Edi Rama himself, who, while asking the former Minister of Agriculture, Frida Krifca and Tërmet Peçi, who benefited from this investment? The two officials, after getting stuck, stated that the owner is not here at the moment.
On September 1, 2022, Aleksandra Bami and Mateo Shehu sold 100% of the shares of the company IUMENTIS to Lorenc Bami for a value of 1,000 euros, although the company was profitable.
The tremors that the earthquake has caused to the state budget have also been captured by SPAK’s “seismology”. According to reports, on June 16, 2025, BKH agents and the Special Prosecutor’s Office conducted a surprise inspection of the premises of the Tepelena Municipality, as part of an investigation launched into suspected abuses with public tenders during the time when this institution was headed by former mayor Tërmet Peçi.
During the operation, documents and digital materials were seized, which may shed light on the way tenders are distributed in the municipality and possible clientelistic connections with private companies.
