Invited to Euronews Albania, on the Balkan Talks show with Franko Egron, was Professor Enver Bytyçi, who said that the United States of America has not intentionally stayed out of the dialogue between Kosovo and Serbia, emphasizing that their role has been present, but delegated to the Brussels authorities.
According to him, the responsibility and activity of this dialogue have been covered by the Brussels authorities and not by Washington, while the US’s stance outside the process would bring a moment in which they would clearly declare their position and vital interests in Kosovo, leading to the sidelining of a dialogue that has already ended, as the US believes that the process has ended in Vienna, with the determination of Kosovo’s status.
“The US has not intentionally stayed out of the dialogue between Kosovo and Serbia. They have been present, but the responsibility and activity of this dialogue has been covered by the authorities in Brussels and not Washington. Staying out of this dialogue would bring a moment where the US would declare its position and its vital interests in Kosovo, and consequently the avoidance of the already concluded dialogue, because the US believes that the dialogue has ended in Vienna on the status of Kosovo.
With the concessions that were made in Vienna, constitutional concessions for the position of the Serbian minority and other minorities in Kosovo. These are concessions that no other European and democratic country has made. Those concessions will remain in force because the constitution cannot be changed without 2/3 of the minorities. The US thinks that they are against any concessions other than those that are stipulated in the Kosovo constitution.
Recommendations and some adjustments can be made, but without violating the sovereignty, territorial integrity and constitution of Kosovo. In this respect, it is a positive step, but also a major step in the functioning of the state and in the development of the state of Kosovo. The problem that remains is the mutual recognition of both countries, this will happen because the US has accelerated the steps to establish its authority in several countries, which have been satellites of Russia and China.
“The imposition of authority on Venezuela, Syria, Iran and other countries has sent clear messages and the US is facing a reformatting of the world order, which means that you have to be realistic. This US document on Kosovo is also made in this context, which means that Kosovo, like other countries, is in the interest of the US and will be a future part of the world order,” the professor said.
