The news was announced by the Minister of Interior, who called on young people who wish to join the State Police and choose a profession in the service of national security to apply.
“For young people who want to be part of a European, modern and safe Albania, the uniform is an opportunity to contribute with dignity, professionalism and responsibility,” the minister’s message states, among other things.
Applications will be open from August 17 to September 18, 2026, where interested parties who meet the specified criteria can apply to begin the competition process for a job position in the State Police.
“Albania needs people who choose to serve in uniform, for order and security as a prerequisite for development. Become part of the State Police and the mission for a safer Albania,” Lamallari further wrote.
Meanwhile, the State Police itself, through an announcement on its official website, has shared more information about the criteria that interested candidates must meet.

Applications are open for admission to the State Police, for 300 positions for “General Patrol”.
Based on point 1, point 2 letter “c”, and “l” of article 55, articles 69, 70 and 71, of Law No. 82/2024 “On the State Police”, articles 70, 85, 86 and 88, of the Regulation of the State Police, approved by Council Decision no. 112, dated 24.02.2025, in Council Decision no. 881, dated 28.10.2020, “On the special status of the Security Academy, as the only institution of higher education in the field of Public Order and Security, as well as its organization and functioning”, amended, in Order no. 129, dated 01.08.2025, of the Minister of Interior, “On determining the age for admission categories to police roles”, in Instruction no. 18, dated 04.02.2026, “On the approval of the rules, procedures and criteria for admission to the enforcement role in the State Police”, of the Minister of Internal Affairs, as well as in the Standard Procedure “On the development of the assessment and testing phases for admission to the enforcement role and the first leadership role in the State Police”, approved by order no. 609, dated 16.04.2026, of the General Director of the State Police;
In order to fill the vacant organic functions of the implementing role, in the structures of the State Police, through a fair, impartial and transparent competition process, according to the principle of equal opportunities, non-discrimination and merit;
I ORDER:
Opening the application phase for the admission of citizens who have completed higher secondary education, in the enforcement role of the State Police, for 300 vacant positions.
Every citizen who meets the following criteria has the right to apply to the Local Police Directorates where he has permanent residence. Applications are open from 17. 08.2026 to 18.09.2026.
Be an Albanian citizen;
Be up to 30 years old;
Be no less than 170 cm tall for men and no less than 160 cm for women;
to have completed high school education;
not to have been expelled from the State Police, other national security structures or dismissed from the civil service;
to have full capacity to act;
to be in good health and physically capable of performing the task;
to master the written and spoken Albanian language;
not to have been convicted by a final court decision for committing a criminal offense;
to have proof of the ability to drive a type B vehicle;
to meet the criteria of reliability and integrity.
Citizens who express their desire to be accepted into the enforcement role in the State Police, against the application fee, no later than 09.2026, must submit to the Human Resources structures in the Local Police Directorates, the following documentation:
Application form for admission to the State Police;
Self-declaration form for employment in police structures;
Decriminalization form
Photocopy of identity card;
Official document certifying completion of upper secondary education, with notarized list of grades;
Photocopy of driving license, category “B”;
Certificate of judicial status;
Family certificate;
Court certificate;
Certificate from the prosecutor’s office;
Certificate from the Special Structure against Corruption and Organized Crime;
Forensic medical report; (model form)
Application fee payment order;
Human resources structures at the Local Police Directorates administer the documentation submitted by applicants and record it in the secretariat of the relevant structure. Each applicant is given a model certificate attached to this order, which certifies the submission of the application.
Human resources structures at the Local Police Directorates review the applicant’s documentation no later than 5 (five) working days from the date of submission of the application. Verification and review of documentation is related to the fulfillment of the criteria by the applicants, the submission of the documentation required at the time of application, and the completion of the forms in the appropriate manner.
If during the review of the documentation, it turns out that the applicant has not submitted all the necessary documentation, the responsible human resources structure returns the file for completion, no later than 2 days, within the application deadline. The applicant who does not meet the established criteria, or has missing documentation, is disqualified from the competition process and is notified by the Local Police Directorate, via the e-mail indicated by him in the application form, regarding his disqualification and the reasons for it.
The Local Police Directorates shall send to the Human Resources Directorate, by 22.09.2026, the list of data of applicants who meet the established criteria and have submitted complete documentation, for the continuation of the other phases of the competition, in writing and electronically to the e-mail addresses artur.sinorukaj@asp.gov.al and erjona.dibra@asp.gov.al , according to the model attached to this order.
The Human Resources Directorate, after conducting the relevant verifications, shall submit the list of applicants who meet the established criteria, by 26.09.2026, to the Admissions Committee, which shall review the data administered for the applicants and make a decision on the continuation of the competition phases.
The Admissions Committee shall consist of:

The Admissions Committee is assisted by the Technical Secretariat composed of Specialists, in the Human Resources Management Sector, in the Human Resources Directorate.
The testing phases for admission to the enforcement role of the State Police include:
Health check of applicants;
Physical skills testing;
Written testing;
Oral interview;
Psychological testing.
The assessment components and the percentage weight of the assessment for each testing phase are as follows:
Written testing: 50% of the overall assessment;
Physical skills testing: 30% of the overall assessment;
Oral interview: 20% of the overall assessment;
Psychological testing: pass / fail.
Applicants move on to the next phase only after they have successfully completed each phase, according to the order specified in point 11 of this order.
For each phase, an order of the General Director of the State Police is drafted, which determines the evaluation committee, date, place of development, testing and control procedures, as well as appeal.
The applicant is disqualified and the competition process is interrupted at any of its phases if:
he/she does not apply within the specified deadline;
does not submit the required documentation at the time of application;
does not meet the criteria set out in point 2 of this order;
has declared false data or has submitted forged documents;
has been convicted by a final decision for committing a criminal offense;
is found to be a drug user;
is found to have an alcohol addiction;
does not pass a health check according to the medical standards in force;
does not meet the criteria of reliability and integrity;
does not appear at the time and place specified for any of the testing phases;
is not assessed with at least 50% of the points in each of the testing phases;
interrupts the testing or is excluded from it due to procedural violations, including copying, communication with other competitors, changing the test variant, using electronic devices and calculators, etc.
Candidates who successfully complete the testing phases are subject to verification of reliability and rules for taking fingerprints.
The Human Resources Directorate sends the list of applicants who have qualified in all testing phases to the Local Police Directorates where the applicant has his/her residence, in order to carry out verification of reliability and taking fingerprints.
The human resources structures at the Local Police Directorates send the list of applicants to the Local Police Commissariats where the applicant resides, which draft the reliability certificate, as well as to the Scientific Police Sectors at the DVP, which receive and administer the applicants’ fingerprints for comparison.
Verification of the reliability of applicants is a process of verifying the data self-declared by the applicants, in relation to those of the physical and electronic registers administered by the State Police, as well as other Albanian or foreign state institutions. Verification of reliability is carried out according to the rules and procedures set out in the Standard Procedure “Cases, modalities and structures that draft the reliability certificate”, approved by order no. 923 dated 23.06.2025, of the Director General of the State Police.
At the end of the verification of credibility, the human resources structures in the Local Police Directorates administer the credibility certificate in the candidate’s application file and send written information on whether or not the candidate meets the credibility criteria to the Human Resources Directorate. The
Scientific Police Sectors at the DVPs, after carrying out the procedures for obtaining the applicants’ fingerprints, send them for comparison to the Scientific Police Institute. The fingerprinting is carried out according to standard procedures approved by the General Director of the State Police.
The Scientific Police Institute compares the fingerprints and sends written nominal information for each applicant to the Human Resources Directorate.
Applicants who, after comparing fingerprints, result in a problem in the “Afis/Apis Papilon 9” system, are subject to further verification and control procedures by the crime investigation structures where the fingerprints were recorded or where the applicant has his/her residence.
At the end of the credibility verification and fingerprinting process, the Admissions Committee makes a decision to announce the results in descending order of the applicants who have undergone the competition stages and meet the credibility and integrity criteria, as well as the disqualification of candidates who do not meet these criteria.
Each applicant has the right to appeal at any stage of the competition process, including the application.
The appeal is made via e-mail to the address njerezore@asp.gov.al , within 2 days from the date of notification of the test result or disqualification from the process. The Appeals Committee makes a decision by simple majority of votes. Applicants are notified by e-mail of the decision of the Appeals Committee, within 5 working days from the date of the decision. Any e-mail notification in cases of qualifications, disqualifications or decisions of the Complaints Review Commission, becomes part of the admission process file created by the Human Resources structures.
The Complaints Review Commission is established at the local level near the structure where the application is made as well as at the central level near the General Directorate of the State Police.

The Commissions are assisted by the Technical Secretariat composed of Human Resources specialists.
The Complaints Review Commissions at the Local Police Directorates review the complaints of applicants for the application phase and verification and review of documentation, while all complaints for other phases of the competition process for admission to the enforcement role in the State Police are reviewed by the Complaints Review Commission at the General Directorate of the State Police.
At the end of the complaint process, the Admission Commission makes a decision to declare the winning applicants. Only applicants ranked in the list of results in descending order, within the quotas announced for the competition, are declared winners.
Based on the Decision of the Admission Commission, the Human Resources Directorate prepares a draft order for the General Director of the State Police, for the continuation of the training of the winning applicants at the College of Professional Police Training, at the Security Academy.
The admission process to the State Police is managed and coordinated by the Human Resources Directorate and the Security Academy.
The successful applicants will attend basic training at the Professional College of Police Training. At the moment of acceptance, the successful applicant signs a contract with the head of the Security Academy. The contract defines the rights and obligations during the education, as well as the time of duty in the police structures, after completing the Security Academy.
Monitoring of the admission process to the enforcement role in the State Police shall be carried out by the Directorate of Professional Standards.
The Media and Public Communication Sector shall publish on the official website of the State Police accessible to every citizen, as well as in the written and visual media, the application form, the self-declaration form, the decriminalization form and the medical file.
The Department of Support Services shall take measures to ensure the necessary material basis for the development of the competition process for admission to the State Police, as well as for the opening of an account number for the payment of the application fee.
The Directorate of Human Resources in cooperation with the Protocol and Ceremonies Sector shall notify the Police Supervision Agency and the police missions that assist the State Police such as EU4LEA and the ICITAP Program of the opening of the competition process for admission to the enforcement role in the State Police.
The Department of Public Security, the Department of Support Services, the Directorate of Human Resources, the Security Academy, the Directorate of Professional Standards, the Legal Directorate, the Sector for Communication with the Media and the Public, the Sector for Protocol and Ceremonies and the Local Police Directorates are responsible for the implementation of this order.
All employees of the State Police shall be informed of this order.
The Deputy Director General of the State Police is responsible for controlling the implementation of this order.
This order enters into force immediately.
