“HOT CASES” THAT ARE OVERCOME THE COUNTRY/ Big names under scrutiny – what’s happening with the investigations?!

Yesterday, a group of young people protested in front of SPAK with banners in their hands reminding them of the corruption cases that have not yet been brought to justice. About eight months have passed since the change in the leadership of the Special Prosecution Office against Corruption and Organized Crime, but some of the most sensational cases that have crossed the SPAK table are still open.

Klodian Braho took over the institution in December 2025, inheriting from Altin Dumani a series of sensitive investigations related to politicians, senior officials, oligarchs, public contracts, property, money laundering, corruption and serious criminal events. In these months, expectations for an acceleration of the investigations have been high, especially for cases that have been in the investigative phase for years.

However, some of the files remain open, while for some of them there is still no criminal conclusion that determines responsibilities. In this context, SPAK faces one of the greatest challenges of recent years, to show whether the investigations into the most sensitive files will lead to concrete responsibilities or will continue to drag on due to their complexity.

“McGonigal”, the file that continues to remain in the spotlight

One of the most sensitive issues is the one known as “McGonigal”, which has an international dimension and has long raised questions about political and institutional relations in Albania. Although a significant part of the case has been handled by American authorities, in Albania the expectation has been that SPAK will clarify any role, contact or connection that it may have had on Albanian territory. The file remains one of the issues that tests SPAK’s ability to fully investigate a case involving Prime Minister Edi Rama himself. The passage of months without a full conclusion keeps this file on the list of issues that continue to await answers.

“SKY ECC” wiretaps, information that weighs heavily on officials

Another of the hottest files is related to the “SKY ECC” wiretap materials, which have reached the hands of Albanian authorities through international cooperation. From these materials, connections between people from the criminal world, businessmen, have been discovered and continue to be investigated, while the investigations have also affected important figures in politics and administration. For SPAK, this constitutes one of the most important sources of information for uncovering corruption schemes and connections between organized crime and the government. However, here too, part of the investigations continue to be open and it remains to be seen how far the criminal liability of the people involved will go.

January 21, the file that still requires answers

Another file that remains open is that of January 21. The reopening of the investigation and claims of new evidence have brought attention back to the serious event, which for more than a decade has remained one of the most controversial issues in Albanian justice. SPAK has been faced with an extremely complex file, where individual responsibilities, the institutional chain and new evidence require an in-depth analysis. Even in August 2026, this issue continues to be in focus, while expectations for a final outcome remain high.

PPPs in healthcare, investigations that have been ongoing for years

SPAK’s table also continues to deal with issues related to concessions and public-private partnerships in the health sector. Laboratories, check-ups and hemodialysis are among the contracts that have generated political debates, critical reports and doubts about the way in which agreements with the state have been built and implemented for years. Despite the time that has passed, these issues have not yet produced a full criminal conclusion for all possible responsibilities. Precisely for this reason, these investigations remain a test for SPAK and for the way in which the institution handles issues where it faces major economic interests.

Balluku and the energy infrastructure files

In the same category are also investigations related to the infrastructure and energy sector, where the name of Belinda Balluku has been mentioned in some of the cases followed by SPAK. The Thumanë-Kashar road, energy-related issues, Vlorë Airport, the issue of two floating TECs (“Tigrat e Vlorës”) or Bankers, are part of a broad investigative panorama where prosecutors are examining contracts, procedures, decision-making and financial relationships. The complexity of these files is also related to the volume of documentation and the high financial values ​​at stake. But precisely because of the weight of these issues, any delay in the investigations raises the question of whether they will end with concrete responsibilities or will remain in the investigation phase for a long time.

Frida Krifca and funds for farmers

Another investigation that has been ongoing for years is that against former Minister of Agriculture, Frida Krifca. SPAK has stated that the case is still in the preliminary phase, while the investigation is related to suspicions of abuse of farmers’ funds. This case also includes the OLAF report against the former director of AZHBR, while the way the investigation will proceed is expected to be important also in relation to the European integration process and the chapter on agriculture. The fact that the investigation continues after several years makes this another of the files that will require a concrete response from SPAK.

Tirana Incinerator, responsibilities that still require answers

The Tirana incinerator case also remains one of the most sensational cases in Albanian justice. The investigation has advanced in several directions, but the question still remains as to how far responsibility will go and whether beyond the persons directly involved in the financial schemes there will be responsibility at other political and institutional levels. For years, this case has become a symbol of the debate on the use of public funds and the way in which contracts for waste management were concluded. Even today, the case remains far from an answer that closes all the questions raised.

Army property files

Another block of investigations is related to military properties. SPAK has continued investigations into issues related to assets and procedures for the alienation or use of state properties. These are files that require numerous documentary verifications, tracing of transactions and determining the responsibilities of officials who have made decisions over the years. These investigations also continue to be part of SPAK’s open files and it remains to be seen whether they will lead to concrete measures against the responsible persons.
