The pamphlet publishes a photograph where the head of IKTK appears in the company of the owner of the “Principotes” resort in Ksamil. After the murder of the 20-year-old Portuguese tourist, Endri Haxhiu and Minister Gonxhe must explain the nature of this relationship.
Just a few hours after a 20-year-old Portuguese tourist lost his life due to violence inflicted by security personnel at a resort in Ksamil, Pamfleti publishes a photograph that demands explanations from the Ministry of Tourism and Culture.
The photo provided by Pamfleti shows Bekim Bulica (in the green circle on the right) and Endri Haxhiu (in the green circle, left), the head of the National Institute of Cultural Heritage and one of Minister Blendi Gonxhe’s most trusted men.
The two people are in the same environment, in the company of several other men. The image does not document an official meeting, an institutional inspection, or a public activity. It represents a social situation, in a private, relaxing environment.
The photograph does not prove a criminal agreement in itself. It proves that the high-ranking official and Bekim Bulica were in the same company. For an ordinary citizen, such a photograph could only constitute a private episode. For Endri Haxhiu, it raises questions directly related to his duty, competences and decision-making.
Bekim Bulica is not an unknown name to the justice system and the public. The pamphlet has published materials about him since 2025, documenting data on his arrest in France, extradition to Albania for an attempted murder case, and the inclusion of his name in files on violence, weapons, trafficking, and money laundering.
The pamphlet has identified “Principotes & Tulum Resto Lounge” in Ksamil as the main point of economic activity related to the Bulica district. The entity is registered through a company with an initial capital of 100 lek, while the real investment reaches dimensions that require financial and administrative verification.
The institutions did not respond when the Pamphlet published this data. SPAK did not make any investigative results public. Local structures did not explain the real ownership, the source of investment, the permits, the use of the coastline and the financial control over the activity.
Then came the murder of a 20-year-old Portuguese tourist. According to the information so far, the resort’s security personnel were involved in the incident. The investigation must determine the individual responsibility of the perpetrators, the role of the administrators, and the way the entity recruited and controlled security personnel.
Against this background, the photo of Endri Haxhiu with Bekim Bulica takes on public importance.
Haxhiu does not hold a peripheral position. He heads the IKTK, the institution that controls interventions on monuments, projects in historical areas and procedures related to some of the tourism development in protected territories. Because of his position, Haxhiu has access to documents, decision-making, technical advice and structures that affect major construction and tourism interests.
His career is closely linked to Blendi Gonxhe. At the end of 2018, shortly after Gonxhe took over the leadership of the DPSHTRR, Haxhiu joined the institution’s management structures and was later appointed deputy director. In July 2025, he took over the leadership of the DPSHTRR. When Gonxhe took over the Ministry of Tourism and Culture, Haxhiu was appointed director of IKTK in November 2025.
Haxhiu, an economist by profession, took over the leadership of the institution that the state has established for the scientific protection of cultural heritage. The pamphlet has counted in the documents published by the institutions that, during the first seven months in this position, he signed acts for interventions in 114 monuments and documents related to 171 constructions in archaeological areas or near cultural assets.
These powers make his relationship with characters listed by the justice system a public matter. Haxhiu must explain when and where the photo was taken, who organized the meeting, how many times he met with Bulica, and what his relationship is with her.
He must declare whether he has visited “Principotes” or other activities related to Bulica’s family and economic circle. The Ministry must publish whether Haxhiu has participated in any procedure, inspection, document review or decision-making that has affected the interests of Bulica or persons related to him.
Blendi Gonxhe must answer whether he was aware of this relationship. He must clarify whether Haxhiu informed him about the contacts with Bulica and whether the ministry checked for any possible conflict of interest.
The photograph cannot be treated as a private matter as long as one of the persons heads a state institution with powers over property, construction, protected areas and tourism investments, while the other is linked to a business that is a result of the criminal world, denounced for suspicions over the source of the money, permits and criminal activity surrounding it.
The incident in which the Portuguese tourist lost his life showed that behind the advertised luxury in Ksamil, a security structure operated that used violence resulting in death. The investigation should not be limited to the arrest of the perpetrators. The prosecution should verify the hierarchy of the resort, the people who gave the orders, the real owner, the source of financing and the connections with public officials.
The photograph should also be administered as part of the verification. It does not constitute evidence of guilt, but it may help investigators determine the nature and duration of contacts between Haxhiu and Bulica.
The pamphlet asks Endri Haxhiu to give a direct answer: What is his relationship with Bekim Bulica?
Blendi Gonxhe should give the same answer. Let him stop with the “Fake news” stories. The minister cannot present Haxhiu as a technical administrator when he has taken over from road transport and handed over the leadership of the national heritage institution.
Albanians have the right to know whether officials who administer tourism, culture, and national assets meet privately with individuals who have been prosecuted. They also have the right to know whether these contacts have influenced the permits, state control, or protection their businesses have received from institutions.
After the murder in Ksamil, silence is not enough. Endri Haxhiu and Blendi Gonxhe must respond with facts, dates and documents. /Pamphlet
