A document referred to as “Top Secret 2”, found on the phone of defendant Fatmir Sheholli, is one of the pieces of evidence included in the indictment of the Special Prosecution, which allegedly aimed to expand the influence of Islamic radicalism in Kosovo and the region, as well as destabilize the country.
According to the indictment, on August 5, 2025, Sheholli sent the document to Viktor Makedonija, which had the note “CONFIDENTIAL” on the back.
The prosecution claims that the document presents a secret political and strategic plan, which also includes influential figures in sports, music, media and politics.
Based on the content of the document, according to the Prosecution, the plan aimed to create an atmosphere in which Kosovo would be perceived as a radicalized and extremist state, damaging its international position and influencing the attitude of Western countries towards it.
The document, according to the indictment, describes a long-term strategy that includes financing and building mosques, expanding religious schools, and engaging networks of individuals from Kosovo and the region. It also alleges that it would aim to involve influential figures in sports, media, music, and politics, as well as create influence in Albanian communities outside Kosovo.
One of the most serious allegations described in the document is the creation of an atmosphere that would encourage the departure of young people from Kosovo and, in parallel, strengthen the identification of a part of society with the Islamic religion. The document also uses an extreme prediction that, after 20 years, Kosovo would look “like Kandahar”.
Arrested for espionage, Fatmir Sheholli gave 1 thousand euros to Milaim Zeka to publish materials from the Serbian secret service.
According to the Prosecution, the ultimate goal of this scenario would be to create an international perception that Kosovo is a radicalized and destabilized society, which according to the indictment’s claims, could influence the change in the attitude of Western powers towards Kosovo and its return under the jurisdiction of Serbia.
The indictment states that the document was found on the phone seized from Sheholli.
The Kosovo Police information report, dated March 31, 2026, is referred to as Exhibit 17. According to this report, during the analysis of 20,914 stored photographs and images, the photograph with the inscription “Top secret 2” and text in Serbian was also identified.
The prosecution claims that the content of this document, viewed in conjunction with other evidence administered, is relevant to proving the nature of the defendant’s contacts and activities in relation to the structures of the Serbian intelligence service BIA.

“After we make an agreement with our operatives in Kosmet, collecting funds from Islamic embassies in Belgrade, most of this money will be invested in the construction of mosques. Mosques should be built in visible places such as near highways, schools, shopping centers, while mosques in large villages should be doubled and tripled. Near the mosques, Islamic schools (madrasas) should be spread throughout the country even in those places where interest is less, children and adults should be brought from places where religion is more important than the nation such as from the places of Mitrovica, Vushtrri, Djeneral Jankovic, Kaçanik, Dragash and Prizren. In addition to Albanian operatives, our people from Macedonia, Bosnia and Sandzak, including Roma and Gypsies who are willing to work for us and become active in Islam, will also make a great contribution.
The leaders of the Islamic communities of Serbia, Macedonia, Bosnia, Kosmet are under our control and are working to include as many people of Albanian nationality as possible with influence in sports, media, music and politics. We also have our people in some political parties who work for us and who strongly support Islam and who are connected to Islamic leaders who are spreading Islam even in places where there has never been a mosque. Our people from the Islamic communities of Kosovo and Sandzak have been delegated to Western countries and are under the orders of our embassies in Switzerland, Germany and Belgium. With this, we will be able to divide the Albanians who live abroad, mainly in Switzerland and Germany, where the richest and most powerful Albanians who supported Rugova live. Down in Kosmet, an atmosphere must be created so that people feel as if they are living in a foreign country, so that some of the youth will leave Kosovo and some will decide for the Islamic religion.
After 20 years Kosovo will look like Kandahar. Western powers will change their minds about Kosovo and thus decide to return Kosovo to Serbian jurisdiction. When this is achieved Serbia will have free rein to repeat the persecution of Albanians in Turkey, but this time not through force but through religious leaders for employment and by offering them super conditions for migration to Turkey.
