Same year car, but different customs price, here’s what changes with the new manual

The Albanian Customs Administration has published a new manual that sets out updated rules for the valuation procedure for used vehicles during customs clearance.

The changes apply only to cars manufactured within the last 10 years and are activated in cases where the transaction method or other standard methods provided for in the Customs Code cannot be applied.

According to the new instruction, in addition to technical data such as brand, year of manufacture, cylinder capacity and fuel type, the mileage traveled will also be taken into account when determining the customs value.

Also, as a secondary method, customs will be able to refer to real prices published in bulletins and specialized online sources. For vehicles over 10 years old, the valuation procedure remains undistributed.

Main changes in the customs clearance procedure:

Mileage Inclusion: Two vehicles with the same technical specifications may be valued differently at customs depending on the kilometers they have traveled up to the moment of import.

Reference to online prices: If the first evaluation methods (rankings 1 to 5) cannot be applied, the Customs Administration will use the prices of specialized bulletins, the addresses of which are specified in the manual.

Scope of application: The manual applies exclusively to vehicles manufactured in the last 10 years, while for cars over 10 years old there is no change in the assessment method.
