The Socialist Party’s proposal for Territorial Reform has been revealed.
According to the proposal, 15 municipalities are being merged, bringing the number to 61.
The municipalities that are merging are: Fushe-Arrëz, Klos, Rrogozhinë, Dimal, Poliçan, Patos, Divjakë, Selenicë, Maliq, Këlcyrë, Memaliaj, Libohëvë, Cërrik, Belsh, Përrenjas.
The proposed model maintains the municipality as the sole unit of local self-government, with a single mayor, a council, an administration, and a single budget.
In the internal organization of municipalities, in response to the demands raised during the hearings, the findings of the expert analytical report, and the need for a better representation model, a new level of local organization is being created: “City”.
In this way, the current “Municipality – Administrative Unit” scheme is replaced with the “Municipality – City – Administrative Unit” scheme.
The city takes a clearer role in planning, representation, and organizing services, with a vice mayor responsible for administrative coordination.
In practice, 28 municipalities are consolidated into 13 new municipalities.
This consolidation reduces the total number of municipalities from 61 to 46. The new structure will consist of 46 municipalities, 71 constituent cities and 387 administrative units, while 20 municipalities will have more than one city.
