According to the Tirana Prosecution file, obtained by journalist Anila Hoxha, new details emerge from the investigation into three people accused of a fraud scheme through a “call center” in the Selita area, where foreign citizens were allegedly contacted with the promise of returning money lost from online investments.
The prosecution has completed the investigations and has requested the trial of Klaudio Sulejmeni and Franko Karemani, accused of “Computer Fraud”, as well as Eriglen Arapi, accused of “Failure to Report a Crime”.
According to the investigations of prosecutor Bledar Valikaj, the activity is suspected to have taken place in an area on “Zalli” street, Selitë, where on November 10, 2025, the police conducted a search following operational information about a suspected illegal call center.
Several people were found sitting at workstations set up as offices, with computers and electronic equipment. During the search, 9 central computer units, 2 laptops, 2 mobile phones and other documents were seized and administered as material evidence.
The file shows that employees contacted foreign citizens, who were promised the return of money lost from online investments, a process known as “Recovery”.
According to evidence provided by the prosecution, the agents initially received information from clients about their financial losses, the platforms they had invested in, and the companies they had previously worked with. These cases were then passed on to people posing as experts to continue the communication and convince the clients to return their funds.
In the file, one of the employees found in the premises stated that the work process was explained to her by Claudio Sulejmeni and Franco Karemani. She claimed that her task was to contact clients, gather information on their situation and then pass the cases on to the two suspects.
According to the investigation, Claudio Sulejmeni is suspected of organizing the work in the environment and coordinating the process, while Franko Karemani is suspected of having a role in continuing communications with clients.
Regarding Eriglen Arapi, the prosecution claims that he was aware of the nature of the activity and did not report it. In his statements, he denied having any role in the activity, claiming that he had only gone to the premises to meet Sulejmeni.
Criminal proceedings against the three individuals have been registered by the Tirana Prosecutor’s Office after a referral from the judicial police, and the case will now be examined by the court. According to the law, defendants are considered innocent until a final decision is made.
