The company “MABCO”, led by businessman Behgjet Pacolli, has strongly opposed the decision to terminate the concession contract for Vlora Airport, accusing state institutions of illegal exclusion from investment and constant pressure.
In a press conference, the company’s lawyer, Arlind Ahmetaj, stated that “MABCO”, which according to him owns 98% of the investment, has been forcibly kept off the construction site for a full year. According to him, the events are part of a scenario built with a predetermined outcome, while emphasizing that the company’s representatives have been physically prevented from entering the airport premises.
Ahmetaj accused the Ministry of Infrastructure and Energy of refusing to inspect during a proposed visit in March 2026, as well as of exerting pressure and ultimatums after normality was restored on May 26, 2026. He also announced that the company has filed 10 criminal reports, which according to him have not been reviewed by the competent authorities.
For his part, Agon Pacolli stated that 95% of the works at Vlora Airport have been completed and that the construction site was expected to be fully completed within three weeks, also presenting the financial invoices paid for this project.
In conclusion, the representatives of “MABCO” emphasized that they do not accept the termination of the contract based on Article 15.4 and warned that they will pursue all national and international legal avenues, including arbitration, to protect their property and contractual rights.
