Sad and sudden news came this Thursday morning, when the media was informed that the former president of the Vlora Court, Skënder Haluci, had passed away at the age of 64.

The terrible news has also been shared on social media by Haluc’s many family members and friends, who are still not believing his untimely departure.

“I don’t want and I can’t believe that Skender HALUCI is no longer alive. He broke our hearts. You were an angel on earth. You will be an angel in heaven,” writes Bislim Ahmetaj.

It is learned that Haluci had been in the Tropoja Mountains for several days, where he had gone to rest with his family. This morning, he told his family that he was not feeling well, and just a few minutes later he was found without signs of life.

The magistrate’s sudden death has deeply shocked his family, relatives, friends and colleagues, who have expressed their sorrow for his untimely departure from life.

The exact circumstances of the incident and the cause of death are expected to be determined by forensic experts and relevant authorities.

Skënder Haluci has a long career in the justice system and has also served as the president of the Vlora Court. He was one of the well-known figures of justice in Vlora, while his career in the system was interrupted after the transitional re-evaluation process of judges, known as vetting.

Skënder Haluc’s career:

Skënder Haluci was one of the well-known names in the Albanian justice system, with a career spanning more than two decades in the judiciary. He began his duties as a judge on August 23, 1996, and for years served in the courts of Tirana and Vlora.

Haluci completed his higher education at the University of Tirana in 1995, while in 2008 he also pursued postgraduate studies at this university.

He began his career in the judicial system on August 23, 1996, as a judge at the Tirana Judicial District Court. He served in this position for about 15 years, until November 24, 2011, when he was appointed judge at the Vlora Judicial District Court.

After his experience as a judge in Vlora, Haluci also took on leadership duties in this court. On October 28, 2013, he was appointed to the position of President of the Vlora Judicial District Court, while on October 17, 2014, he was officially appointed President of this court. He remained in this position until March 5, 2020.

During his career in the justice system, Haluc’s professional activity was positively evaluated.

His judicial career was interrupted as part of the transitional re-evaluation process, known as vetting. On March 5, 2020, the Independent Qualification Commission decided to dismiss him from office. Following this decision, Haluci was suspended from office, while the case continued in the Special Appeals Chamber.

On October 27, 2022, the KPA decided to uphold the KPK’s decision to dismiss Skënder Haluc from office, definitively ending his career in the justice system.

Despite the end of his career as a judge, Skënder Haluci remains connected to a long period of the Albanian judicial system, where for more than 25 years he exercised judicial functions, including the direction of the Vlora Judicial District Court.
