Minister of Economy Delina Ibrahimaj, after the end of the government meeting, spoke about the new housing program, which aims to give thousands of young people the opportunity to purchase an apartment through zero-interest loans.
According to the program, 2,000 loans will be given for apartments worth up to 60,000 euros. But, at a time when property prices in Tirana have reached “stratosphere” prices, the question asked to the minister by journalists was: “where are the apartments included in this price range located?”
Ibrahimaj announced that these apartments are mainly located on the outskirts of Tirana and are of a small area, considering them more suitable for young people who have just started their independent lives.
According to the minister, the program aims to create the opportunity for young people to own a home and at the same time stay close to the areas where they work. She emphasized that this model is also widespread in other countries, where young people start with a smaller apartment and over time, replace it with a larger one.
“In fact, it will not come into force in 2027, the legal package will be approved in early October of this year, the calls will be opened during the current year, since there is an administrative process, we will definitely announce the winners in early 2027. In the SP program in the past elections, we had a focus on housing, housing was an issue that deserved more focus, so you can refer to the SP program, there are elections every two years and this does not mean that we should link them to electoral programs. Meanwhile, regarding your question about whether there is housing, yes, there is in the suburbs of Tirana, they are apartments that are small in size, they are not areas that are dedicated to large families, that is why I said that this program will be dedicated to those young people who want to live near their workplace and want to start their lives by owning an apartment. This happens in all countries of the world. Then you buy it, you sell it and so you buy a big one “in a row”, said Ibrahimaj, thus rejecting the allusions that this government initiative was undertaken as a result of the electoral campaign, given that local elections will be held next year.
