In Monday’s communication with the media, the Chairman of the Democratic Party, Sali Berisha, de facto attacked the head of the CEC, Ilirjan Celibashi, accusing him of collaborating with the head of the SHISH, Vlora Hyseni, to control the voting server and the electronic counting system in the elections of May 11, 2025.
Sali Berisha made this accusation after the consultation that the Chairman of the CEC, Ilirjan Celibashi, held with representatives of the SP, DP, PR, PBDNJ, FRD, PAA, the Legality Party and “Albania is Being Made”, regarding the project of increasing the number of municipalities where electronic voting and 100% electronic counting will be carried out in the 2027 elections.
At the meeting, representatives of the Democratic Party opposed electronic voting and counting in local elections, considering it a voting and process that, just like in the 2025 elections, will be controlled and manipulated by the government and the SHISH.
Sali Berisha said: “The Democratic Party will not accept electronic voting and counting in any municipality, because the electronic counting was manipulated in a shameful manner, since SHISH was directly involved, creating parallel servers and manipulating the result.”
With this accusation, Sali Berisha attacked the Chairman of the Central Election Commission, Ilirjan Celibashi, brother-in-law of Fatmir Mediu, Chairman of the Republican Party and MP from the closed list of the Democratic Party.
Perhaps SHISH interfered in the elections by creating a parallel electronic voting server in Tirana and Vora, where this type of voting took place, and as Sali Berisha says, through SHISH the government had taken control of the electronic counting system.
But technically, you cannot create a parallel voting server and take control of the electronic counting system without obtaining from the Central Election Commission the system and database before and after the close of voting, for which they said it was extremely secure and for which 25 million euros were spent.
The Chairman of the CEC, Ilirjan Celibashi, is the authority in charge of the server codes, database, electronic counting system and is responsible for their confidentiality and security.
Logically, Sali Berisha has accused Ilirjan Celibashi of collaborating with SHISH to create a parallel voting server, control the electronic counting system, and allow the falsification of results.
Sali Berisha said that he has information and evidence, but since they came from sources within the CEC, logically it is the head and legally responsible authority Ilirjan Celibashi who may have given the information to his brother-in-law Fatmir Mediu, who in turn gave it to Sali Berisha.
