Official documents show that the unknown ultimate owners of the company “Zvërneci Development Holding”, the company that won the right to build the resort in the Nartë-Pishë Poro area in Vlora, sold the company to the Qatari company, “Sazan Development Holding”, with shareholders brothers Mohamad and Ramez Al Khayat for around 300 thousand euros.
The transaction was completed on May 7, 2026, while the contract was registered at the National Business Center (NBC) on June 3, at a time when some citizens are protesting against what they consider to be the destruction of the Dalmatian pelican’s protected area.
