In the whirlwind of tensions between his employees and those of Valond Ademi at Vlora Airport, businessman Behgjet Pacolli has come up with another reaction regarding the situation, which for days has been moving from the doors of justice institutions to social networks, accompanied by successive accusations and counter-accusations.
Through a lengthy public statement, Pacolli has raised strong concerns over recent developments related to the Vlora Airport project, claiming that certain institutional decisions and actions have hindered the normal progress of the investment.
According to him, from the information received after a meeting in Tirana between the MABCO legal team and the State Attorney General, serious doubts have been identified regarding the legality of the security measure imposed by Judge Miranda Nakaj. Pacolli claims that this decision was contrary to the law and the consolidated practice of the Supreme Court, bringing direct consequences for the functioning of the company.
“According to the information conveyed to us from the meeting held in Tirana between the MABCO Lawyers team and the State Attorney General, we have been informed that serious concerns have been raised regarding the imposition of the security measure by Judge Nakaj, which is considered to be contrary to the law and the consolidated practice of Supreme Court decisions.
As a result of this measure, the VIA Assembly, scheduled for June 6, 2026, was prevented from taking place. The consequences of this decision continue to be felt today, causing considerable damage and serious difficulties in the functioning of the company. It is also alleged that this decision has encouraged groups that act in violation of the law, which, by any means, aim to hinder the implementation of the Vlora Airport project,” Pacolli writes, further emphasizing that a report has been filed against the judge with SPAK for actions that MABCO considers illegal. He also claims that there are documented indications that representatives of the State Attorney’s Office have requested the blocking of the VIA shareholders’ meeting, circumstances that, according to him, will also be presented to SPAK for verification.

Pacolli also warns of criminal charges against the responsible employees of the Vlora Police, accusing them of inaction in the situations created near the airport construction site. According to him, the necessary measures have not been taken to unblock public roads and guarantee normal access to the construction area.
“We call on the competent authorities not to allow the replacement of the rule of law with the self-justice of groups or individuals who act contrary to the law, but to take immediate and effective measures to restore legal order and guarantee the normal continuation of works,” Pacolli emphasizes.

A report has been filed with SPAK for actions that MABCO considers illegal by Judge Nakaj.
Also, according to information obtained from the meeting with the lawyers, there are documented indications that representatives of the State Attorney’s Office have asked the judge to block the meeting of VIA’s partners. These new circumstances will be made available to SPAK, in order to fully clarify the facts and identify the persons responsible for obstructing the implementation of the Vlora Airport project.

Likewise, a criminal report will be filed with the Prosecutor’s Office against the responsible employees of the Vlora Police, who, in our assessment, have not taken the necessary measures to unblock public roads and entrances and exits to the airport construction site, failing to react to the acts of self-justification and the activities of private guards.
The Republic of Albania cannot become a republic of private guards, where the State Police remains passive and does not exercise the powers assigned to it by law, allowing conflict situations to escalate. We have believed in the Albanian state, its institutions and the justice system, investing in a country where the rule of law must be guaranteed and where public institutions, including the State Police, must fulfill their legal obligations.
It is in the interest of transparency, the rule of law and the public interest that all these circumstances be fully investigated and clarified by the competent institutions, as well as to identify and hold accountable all those who, through their actions or inactions, impede the implementation of this strategic investment.
We call on the competent authorities not to allow the rule of law to be replaced by the self-justice of groups or individuals who act contrary to the law, but to take immediate and effective measures to restore legal order and guarantee the normal continuation of work.
MABCO remains committed to resolving any dispute exclusively through legal channels, with full transparency and in accordance with Albanian legislation, as well as national and international standards of the rule of law.
