The infamous “41 Biss” regime returns with an “iron fist”, 27 “VIP” names of the criminal world towards extreme isolation in prisons
The fight against organized crime seems to have entered a new phase within the Albanian penitentiary system. After the reopening of the special “41 Biss” regime, unofficial sources indicate that a list of 27 convicts and high-risk persons has been drawn up, who are expected to be subjected to this strict security regime in the prisons where they are currently located. According to information circulating in security circles, the preliminary list includes well-known names in the criminal world in Albania, including Indrit Shaqja, Laert Haxhiu, Redian Rraja, Safet Bajri, Gëzim Guri, Bledar Selmanaj, Leonard Duka, Gjergj Cukali, Miklova Parubi, Plarent Dervishaj, Femi Memziu, Bujar Shega, as well as the HoxhaOsmani brothers, one of whom was rumored after the seizure of a mobile phone by SPAK at the Durrës Penitentiary.
Sources indicate that the inclusion of some of them in the “41 Biss” regime is related to recent incidents or suspicions of communications and criminal activity from prison premises. For Safet Bajri, the measure is related to the reported incident with the drone, while Gjergj Cukali’s name has been discussed after the latest Appeals decision. Likewise, Miklova Parubi is mentioned after the case of finding narcotics in Burrel prison, while several others are suspected of using phones and unauthorized communications.

The “41 Biss” regime, inspired by the Italian anti-mafia model, is considered one of the strongest forms of penitentiary isolation. It provides for strict controls, constant monitoring, extreme restrictions on contacts and strong separation from other prisoners, with the aim of cutting off any possible connection with criminal groups outside the prison. A few days ago, Sabah Nuzi, accused of being the executioner of 22-year-old Klevis Lleshi, a serious criminal event that occurred a year ago, was also included in this regime.
Investigations have raised suspicions that Nuzi acted as part of Aurel Hoxha’s criminal group and had the role of the executioner in the murder that is suspected to have been committed for 50 thousand euros. Penitentiary authorities are expected to implement the “41 Biss” regime in several prison institutions in the country, strengthening security measures against persons considered to be highly dangerous and influential in the criminal world. The reopening and expansion of this regime are being considered one of the strongest movements in recent years in the Albanian penitentiary system, a clear signal that the authorities intend to establish maximum control and strike at the influence of organized crime even inside prison cells.
