Nearly one million Americans are expected to receive $500 refund checks under an initiative announced by the Trump administration. Eligibility is limited, so having ACA coverage alone does not guarantee a payment.

The refunds target eligible enrollees who pay the full cost of their insurance without premium assistance. They must also have coverage through the federal exchange in one of the 30 participating states. People receiving premium subsidies are excluded from this initiative. The payment is therefore aimed at a specific group of marketplace customers.

Participating states include Florida, Michigan, Texas, Ohio, Wisconsin and North Carolina. New York, New Jersey and California are absent from the official list. The announced amount is $500 for each eligible person, rather than a single payment for an entire household. These geographic and coverage conditions are central to determining who qualifies.

The administration describes the payments as a return of surplus federal marketplace fees that were reflected in insurance premiums. Eligible recipients do not need to submit a separate application, according to published guidance. The refund is a one-time payment and is separate from the annual rebates some insurers issue under ACA medical loss ratio rules. Those different programs should not be confused when checking eligibility.
