The President of the Republic, Bajram Begaj, has decreed the direct loan agreement worth 302 million dollars between Albania and the United States of America, within the framework of foreign military financing (Foreign Military Financing – FMF) for the field of defense.
The agreement, ratified by Law No. 91/2026, provides for the financing of Albania’s defense capacities and the strengthening of strategic cooperation with the US in the field of security.
In the decree signed on July 30, 2026, the head of state promulgated the law “On the ratification of the direct loan agreement between the Republic of Albania, represented by the Ministry of Finance, and the United States of America, represented by the Defense Security Cooperation Agency (DSCA), within the framework of foreign military financing (FMF)”.
Also, President Begaj has given his consent for the immediate entry into force of this law.
Funding through the FMF program aims to support the modernization of Albania’s defense capabilities and increased interoperability with the Euro-Atlantic alliance’s security structures.
