The government has approved the organization and development of the “AFTER SCHOOL” program, an activity that will take place outside of mandatory school hours with all students enrolled in 500 9-year and high schools in the country. In addition to assistance with homework, students will have the opportunity to engage in a wider range of sports, artistic and cultural activities.
The government decision has defined the categories and criteria for the selection of trainers, the application method, the documentation they present, as well as the selection method. The payment for each hour for trainers is 1,000 lek. The application request to engage in the “After School” program for teachers classified on the “Teachers for Albania” portal will be carried out electronically.
DECISION ON THE APPROVAL OF THE ORGANIZATION AND DEVELOPMENT OF THE “AFTER SCHOOL” PROGRAM OF THE CATEGORIES, CRITERIA AND METHOD OF SELECTION, REWARD OF TRAINERS, AS WELL AS THE METHOD OF FINANCING THIS PROGRAM.
In accordance with Article 100 of the Constitution and point 3, Article 47/1, of Law No. 69/2012, “On the Pre-University Education System in the Republic of Albania”, as amended, upon the proposal of the Minister of Education, the Council of Ministers
V E N D O S I:
I. ORGANIZATION AND DEVELOPMENT OF THE “AFTER SCHOOL” PROGRAM
1. The “after-school” program is organized and structured into activities that take place outside of mandatory school hours and aims to reinforce learning and the comprehensive development of students’ educational, social, sports, cultural and creative skills.
2. The “after-school” program is implemented for students enrolled in public pre-university educational institutions of basic education and upper secondary education.
II. CATEGORIES and criteria of TRAINERS
1. The “after-school” program for activities related to supporting and reinforcing learning, which aim to consolidate knowledge, skills, develop competencies and improve student achievement, is developed by trainers, who are divided into the following categories:
a) A teacher employed in public pre-university educational institutions, with a contract of indefinite duration or of a fixed duration;
b) An individual who meets the criteria set out in the legislation in force for the exercise of the teaching profession, has undergone the exam of the “Teacher for Albania” portal, according to the special acts regulating the competition procedure on this portal and is on the waiting list for a vacant job position in public pre-university educational institutions;
c) An individual who has reached the age of old age retirement and has previously taught in public educational institutions;
ç) An individual who has graduated in the field of teaching or in related fields in a second cycle study program, in higher education institutions in the Republic of Albania or in foreign higher education institutions, for whom the foreign diploma has been recognized and unified, based on the provisions of the legislation in force.
2. The “after-school” program, for activities related to the development of artistic, cultural, creative and practical skills of students, is developed by trainers, who are divided into the following categories:
a) A teacher who practices the profession of teacher in artistic profiles, employed in public pre-university educational institutions, with a contract of indefinite duration or of a fixed duration;
b) An individual who meets the criteria set out in the legislation in force for practicing the profession of teacher in artistic profiles, has undergone the exam of the portal “Teacher for Albania”, according to the special acts regulating the competition procedure on this portal and is on the waiting list for a vacant job position in public pre-university educational institutions;
c) An individual who has reached the age of old age retirement and has previously practiced teaching in artistic profiles in public educational institutions or has practiced the profession in these profiles in public cultural institutions;
ç) An individual who has graduated in the field of teaching or in study programs similar or related to the field/subject of teaching in pre-university education in artistic profiles, in higher education institutions in the Republic of Albania or foreign higher education institutions, for whom the foreign diploma has been recognized and unified, based on the provisions of the legislation in force;
d) An individual who has completed a second-cycle study program in the field of arts;
dh) Artisans of various crafts and crafts, registered in the National Register of Folklore Bearers or in the Register of Intangible Heritage Values.
III. APPLICATION OF CANDIDATES FOR TRAINERS
1. The National Agency for Pre-University Education announces on its official website the call for applications for candidates for trainers to engage in the “after school” program.
2. Candidates for trainers have the right to apply within 10 (ten) days from the date of publication of the announcement, according to the provisions of point 1 of this chapter.
3. The candidate, who practices the profession of teacher, according to the definition of letter “a”, point 1, and letter “a”, point 2, of chapter II, of this decision, applies to engage in the “after school” program in the Pre-University Information Management System (SMIP).
4. The candidate, according to the definition of letter “b”, point 1, and letter “b”, point 2, of chapter II, of this decision, applies to engage in the “after school” program, by selecting the relevant option in the electronic service “application for employment competition”, “Teacher for Albania”, on the “e-Albania” portal.
5. Candidates for trainers of other categories, defined in points 1 and 2, of Chapter II, of this decision, submit the application file to the local office of pre-university education (hereinafter ZVAP), under whose jurisdiction the educational institution is located.
6. The electronic data of the candidate application file, as defined in letters “a” and “b”, points 1 and 2, chapter II, of this decision, are obtained through interaction from the SMIP or from the “Teachers for Albania” portal.
7. The application file for candidates, as defined in letters “c”, “ç” and “d”, of point 2, chapter II, of this decision, contains the following documentation:
a) Copy of higher education diploma(s) and transcript of grades/diploma supplement;
b) Forensic medical certificate;
c) Certificate of judicial status (proof of criminal record);
ç) Certificate from the prosecutor’s office that the candidate is not under criminal prosecution for committing a criminal offense;
d) Certificate from the court that the candidate has not been convicted by a final court decision for committing a criminal offense;
dh) Copy of certificates/proofs of completed training (if any);
e) Declaration by the candidate authorizing the educational institution to review the authenticity of the submitted documents;
ë) Certificate of pension for candidates, as defined in letter “c”, point 2, chapter II, of this decision.
8. The application file for candidates, as defined in the letter “dh”, point 2, chapter II, contains the following documentation:
a) Certificate issued by the National Center for Traditional Activities, which are part of the National Register of Folklore Bearers or the Register of Intangible Heritage Values;
b) Certificate of judicial status (proof of criminal record);
c) Certificate from the prosecutor’s office that the candidate is not under criminal prosecution for committing a criminal offense;
ç) Certificate from the court that the candidate has not been convicted by a final court decision for committing a criminal offense;
d) Copy of certificates/evidence of completed training (if any);
dh) Declaration by the candidate authorizing the educational institution to review the authenticity of the submitted documents.
IV. METHOD OF SELECTING TRAINERS
1. Candidates, primary education teachers, employed in the relevant public pre-university educational institution, are given priority for engagement in the “after-school” program, which takes place in primary education classes, for activities related to supporting and reinforcing learning. In the absence of an interested candidate, lower secondary education teachers of the relevant public pre-university educational institution have the right to apply to engage in the “after-school” program.
2. Candidates, teachers of relevant profiles, according to activities, employed in the relevant public pre-university educational institution, are given priority for engagement in the “after-school” program, which takes place in lower secondary education, for activities related to the development of artistic, cultural, creative and practical skills of students.
3. Candidates defined in points 1 and 2 of this chapter have the right to apply only to the public pre-university educational institution in which they are employed.
4. The scoring of the files and the selection of the candidate, defined in letter “a”, point 1, and in letter “a”, point 2, of chapter II, of this decision, employed in the relevant public pre-university educational institution, is carried out by a commission at the school level, with 3 (three) members composed as follows:
a) The school principal;
b) A teacher elected by the teachers’ council;
c) The chairman of the institution’s parents’ council.
5. If the number of applications is lower than the number required by the public pre-university educational institution, the school principal forwards the request for filling the vacant positions to the ZVAP in an official letter.
6. The candidate who has applied on the “Teacher for Albania” portal, as defined in letter “b”, point 1, and letter “b”, point 2, chapter II, of this decision, is selected in accordance with the teacher profile required by the educational institution, respecting their ranking on the portal, according to the total points obtained. The procedure for engaging the trainer is carried out by the ad hoc commission established by the ZVAP, which consists of the head of the ZVAP and two members.
7. The scoring of the files for the candidates specified in letters “c” and “ç”, of point 1, and in letters “c”, “ç”, “d” and “dh”, of point 2, of chapter II, of this decision, is carried out by an ad hoc evaluation commission established by the local office of pre-university education, which consists of 3 (three) members, of which two are representatives of the local pre-university education office and 1 (one) representative from the regional pre-university education directorate.
8. Members of the evaluation committee do not participate in the review and evaluation of files of persons with whom they have a conflict of interest. The declaration and determination of a conflict of interest is made according to the procedures set out in the legislation in force on conflict of interest.
9. The evaluation committee conducts the evaluation and scoring of the candidate’s file, according to the criteria and methodology, determined by order of the minister responsible for education.
10. The decisions of the committee are taken by a majority of all members.
11. The selection of candidates specified in point 6 of this chapter shall be made according to the order in points 1 and 2 of chapter II of this decision.
12. The appeal procedure is carried out according to the provisions of the Code of Administrative Procedures.
13. In case of absence of the candidate or his/her departure, the National Agency for Pre-University Education re-announces the call for trainers, within the framework of the “after school” program.
14. After selecting the trainer, a service contract is concluded between him and the pre-university educational institution, where the trainer is engaged for the “after-school” program.
V. METHOD OF FINANCING and remuneration of trainers for the “AFTER SCHOOL” PROGRAM
1. The “after-school” program is financed from the budget fund approved for this purpose, for each budget year, through the allocation of funds to local pre-university education offices for the implementation of this program.
2. The remuneration of trainers of the “after-school” program is treated as payment for a special educational service, performed outside the obligations arising from the employment contract.
3. For schools with special status, the fund for the payment of teachers engaged in the program is allocated directly to the budget of the relevant educational institution.
4. The hourly payment for the implementation of the “after-school” program for trainers, for activities that take place outside of mandatory teaching hours, is 1,000 (one thousand) lek. The remuneration for the implementation of the “after-school” program, for trainers employed in public pre-university institutions, does not constitute part of the monthly salary and does not affect the mandatory teaching load.
VI. MONITORING, REPORTING AND DOCUMENTATION ADMINISTRATION
1. The public pre-university educational institution maintains relevant documentation for the development of activities, student participation and the implementation of classes, according to the format approved by the National Agency for Pre-university Education.
2. The public pre-university educational institution administers the digital portfolio of the achievements of students participating in the “after school” program.
3. ZVAP periodically reports to the regional directorate of pre-university education on the implementation of the “after school” program, including the number of beneficiary educational institutions, the number of trainers, the number of participating students, the activities carried out and the implementation of the allocated funds.
4. The regional directorate of pre-university education monitors the implementation of the “after-school” program and reports periodically to the National Agency for Pre-university Education, which reports to the ministry responsible for education.
5. The implementation of the “after-school” program is subject to monitoring and control by the regional directorates of pre-university education and the National Agency for Pre-university Education.
6. The implementation of the “after school” program is assessed on the basis of indicators related to the number of beneficiary educational institutions, the number of trainers, the number and attendance of participating students, the implementation of activities, the level of use of the fund, the territorial scope and the results achieved.
VII. FINAL PROVISIONS
1. Exceptionally, for the 2026-2027 school year, the application request to engage in the “after-school” program for teachers classified on the “Teachers for Albania” portal is made electronically.
2. Decision No. 606, dated 14.9.2022, of the Council of Ministers “On the implementation of the “after school” program”, as amended, is repealed.
3. The Ministry of Education, the National Agency for Pre-University Education, the regional directorates of pre-university education, the local offices of pre-university education and the public pre-university educational institutions are responsible for the implementation of this decision.
This decision enters into force upon publication in the “Official Gazette”.
