Who is trying to steal the Vlora airport from the Kosovar billionaire? Pacolli denounces the big scandal, reveals that he has invested 90 million euros and accuses the state of “stab in the back”, here is the sharp message for Rama
The clash over the Vlora Airport has degenerated into an unprecedented state scandal, where the legal team of Behgjet Pacolli’s company, “Mabco Constructions”, accuses the authorities of a “stab in the back” against foreign investments. Through an urgent official response, the shocking fact is revealed that about 200 engineers and employees of the Kosovar billionaire are being physically prevented from entering the construction site that they themselves have built. Pacolli, as the owner of 98% of the concession quotas, denounced yesterday on social networks that this blockage is a pure criminal self-justification of the minority partner of only 2%, Valon Ademi. The document emphasizes that there is no court decision prohibiting the company from entering the project in which it has invested over 90 million euros directly from its own capital. Faced with this administrative aggression, Pacolli’s team has sent a strong message to Prime Minister Edi Rama and the Ministry of Infrastructure to urgently stop the robbery scenario.
Legal lawyers openly accuse the State Police of favoring the coup of the minority partner by its inaction, committing a materially unfavorable governmental action. The company “Mabco” has urgently called on the head of government to guarantee free access to the construction site and protect the constructed terminal before the situation goes to international arbitration. This scandal is being treated as a serious blow to national interest and economic security, while the attention of public opinion has been completely turned away from the executive’s reaction. While the tension in Vlora remains at its peak, Pacolli has warned of strict civil and criminal prosecution for anyone who dares to violate his gigantic investment. “Official statement of the Legal Team of the company Mabco Constructions SA Tirana, May 19, 2026! Today, for the second time, the same unacceptable, completely illegal situation is being repeated at the construction site of the Vlora International Airport with the SELF-JUDICATION of Valon Ademi. Around 200 employees, engineers and specialists of the company Mabco Constructions SA, the majority partner with 98% of the quotas of the concession company “Vlora International Airport – VIA” sh.pk and the main investor that has financed and built the project with over 90 million euros of direct investment, are being physically prevented from entering the construction site that they themselves have established.
There is no court decision that prohibits the entry of Mabco or its subcontractors into the airport that it has built with its own investments. The court decision claimed yesterday by Valon Ademi and distributed in the media is the one that temporarily suspends Mabco’s voting rights in the company, a decision that is currently under review in the High Court. NO court decision has prohibited Mabco’s physical entry into the construction site. This unilateral and arbitrary ban is pure criminal self-justification on the part of Mr. Valon Ademi and the 2% minority partner, carried out through the contested administrator Vegim Hoxha and Bujar Ejupi. Mabco Constructions SA has not been and is not in any case a subcontractor of the VIA company, as clearly and without any doubt indicated in article 10.7 point (iv) of the Concession Contract. Mabco is the majority shareholder, the main investor, the real financier and the entity that meets the technical, financial and operational criteria on which the concession itself was awarded. It is the legal duty of the government authorities and the Contracting Authority (Ministry of Infrastructure and Energy) to allow and guarantee free access to the entrance and exit of the site, according to Article 7.1 points (b) and (c) of the Concession Contract.
The inaction of the state authorities towards this arbitrary decision of a partner with only 2% of the quotas clearly constitutes a failure to fulfill contractual obligations by the Albanian state. Our legal team has again notified yesterday the Prime Minister of the Republic of Albania, the Minister of Infrastructure and Energy as well as the General Director of the State Police of this serious situation and the failure of the Vlora Police that, even today, is not guaranteeing public order, security and protection of the property invested by Mabco. Referring to Article 1.1 of the Concession Contract, Competent Authority means “any authority, ministry, agency, inspectorate, department, court, arbitration court, administrative agency or commission, or any other governmental, municipal, administrative or regulatory body, (in each case to the extent that each of the above has jurisdiction over any or all of the Parties, this Contract and/or matters of this Contract).” This definition also includes the State Police and, referring to Article 13.1, the actions and inactions of the State Police, by not guaranteeing and even obstructing Mabco’s access to its property, constitute Material Adverse Government Action to the detriment of a foreign investor.
We expect the competent authorities to intervene immediately to:
– to stop this criminal self-justification;
– guarantee full and unhindered access of our employees, engineers and subcontractors to the site;
– to keep the terminal and the work built by Mabco intact.
Mabco Constructions SA seeks to believe in the rule of law and the protection of foreign investments and not in the criminal AUTOJUDICATION of Valon Ademi. We will continue to exercise all our legal rights, civil and criminal, against any person or entity that violates our investment and the national interest of the project. Pacolli: Actions at Vlora airport are violent and illegal
But it doesn’t stop there. Albanian businessman from Kosovo, Behgjet Pacolli, has again issued a statement yesterday regarding the clashes with his former partner Valon Ademi, after Mabco company workers were not allowed to enter the construction sites. In a post on “Facebook”, Pacolli called on the police not to intervene, as according to him the law and the Constitution of our country are being violated. According to the businessman, his former allies are trying with an illegal contract to prevent his company from entering the construction sites. “For the Vlora airport! Yesterday and today’s actions of Valon Ademi and his “administrator” of VIA, have no place in a state of law. Police interference in support of injustice is illegal, contrary to the law and the Constitution, and seriously violates human rights.
This violent, primitive, brutal and mafia-like action of Valon Ademi, Vegim Hoxha and Bujar Ejupi is being attempted to be justified through a so-called illegal contract that Mabco has denounced at the Criminal Prosecution Office of Tirana, on 8/01/2025. This illegal contract was signed by Valon Ademi and the counterfeiter, Valon Lluka, along with three other 2A contracts, also illegal, signed by Valon Ademi and Valon Lluka, without the knowledge and power of attorney of Mabco. Mabco was first notified of these contracts on 26.09.2025 and, after analysis by its lawyers, has denounced them at the Tirana Prosecution Office. According to the testimonies of the persons involved, these contracts were signed last year, but were illegally post-dated to 2022. According to the facts, these manipulated contracts were intended to defraud the state, BKT, obtain illegal and unlawful benefits, and damage Mabco.
a) BTK fraud;
to obtain larger loan amounts,
b) Fraud against the state;
-Fictitious increase in investment amounts to illegally benefit from VAT payments; and
-Artificially inflating the value of investments to deceive the state by providing many guarantees for revenues from passenger frequency that were provided by the state,
c) Defrauding Mabco by adding to it, in a way, the volume of works (deducted from the volume of 2A group) but by artificially and abusively increasing the price of 2A Group contracts.
We invite the state bodies not to fall prey to the narrative, fraud and illegal actions of Valon Ademi, but to act, in accordance with the decisions of the Court of Appeal, the articles of the concession contract and to order the police bodies not to prevent the entry of Mabco subcontractors’ workers to their workplaces to complete their work and to enter into possession of their documentation, their belongings and their work instruments. Any failure to comply in this regard seriously violates human rights, workers’ and property rights under the laws in force”, underlines Pacolli. Meanwhile, we recall that the Vlora airport gate has been closed for two days (yesterday and the day before yesterday). Dozens of workers of the Mabco company and its subcontractors have been prevented by the private police of the “Vlora International Airport” company from entering the construction site. On the other hand, trucks and workers of “2A Group” continue working normally inside the airport.
