Businessman Begjet Pacolli has shared another reaction regarding the Vlora airport issue.
Through a post on his social networks, Pacolli describes the situation as outside any standard of the rule of law and that this strategic investment is being held hostage for months in violation of the law.
Full post:
What is happening today at Vlora International Airport is a situation beyond any standard of the rule of law. It is difficult to find a precedent where a strategic investment of this level is held hostage for months by people acting contrary to the law, while the responsible institutions continue to fail to intervene to restore legal order.
Vlora International Airport continues to be held hostage by individuals who, contrary to the law and the fundamental principles of the rule of law, are acting through self-justification.
One of the most important public-private partnership (PPP) projects in Albania is being seriously jeopardized, where, based on a regular concession contract, the Swiss company Mabco has invested hundreds of millions of euros. As a result of this situation, the financial, technical, economic and reputational damages are increasing day by day.
Despite the fact that the Supreme Court has ruled in favor of Mabco in all the cases examined, as well as despite dozens of denunciations and reports filed with the competent institutions, no effective action has been taken to date to restore legality. On the contrary, the situation continues to deteriorate. This lack of reaction raises serious concerns and creates reasonable suspicions of inappropriate influences on judicial processes and the functioning of the justice system.
In the continuation of its efforts to demand only the implementation of the law and the protection of investor rights, Mabco once again calls on SPAK, the Prosecutor’s Office and all responsible institutions to immediately launch full, independent and transparent investigations; to verify any illegal interference; to identify those responsible; to determine criminal and institutional responsibilities; and to take the necessary measures for the immediate restoration of legal order.
Vlora Airport cannot continue to be held hostage by illegal interests, while institutions remain silent and a strategic investment for Albania is damaged every day before the eyes of public opinion. The rule of law cannot be selective nor conditioned by narrow interests.
We demand the immediate restoration of legality, the guarantee of investor rights and the protection of a wealth created with hundreds of millions of euros of investment. Every day of delay brings new damage to the project, to the investor, to the Albanian economy and to Albania’s credibility as a destination for foreign investments.
Justice must act now – with professionalism, independence and determination. Institutional silence cannot be the response to a situation that seriously violates the law, the public interest and the international image of Albania.
