The government has approved new rules for the monitoring, control and traceability of fuels, setting a new fee for companies that trade in diesel and gasoline. According to the decision, entities will pay 6.5 euros for every 1,000 liters of fuel, or about 0.75 lek per liter with VAT, a cost that may also be reflected in the final price at the pump.
The fee will be collected by the company “ALBTrace CO”, which will be responsible for the fuel marking process.
The obligation will apply to all entities that import, trade, distribute, transport, store, produce, refine or carry out other commercial activities with products subject to marking and that pay fiscal obligations for them.
The Customs Administration will oversee the implementation of the system, using mobile laboratories, field analysis and monitoring systems to verify the compliance of fuels with legal standards.
The new marking and monitoring system will enter into force after a 6-month transitional period from the entry into force of the decision. Previously, the fuel marking service was granted under concession to a private company from 2013 to 2024, when responsibility for this process was transferred to the General Directorate of Customs.
