12 security measures have been implemented by the court following the request of the Durrës prosecution, as it is suspected that through falsification of documents, they have “robbed” nearly 80 thousand square meters of state land during 2022.
In total, the prosecution’s file includes 6 beneficiaries, Shaqir Sheshi, Viktor Mataj, Arjanit Mata, Besnik Xhafa and Fiqeret Xhafa, who have been ordered to house arrest for fraud and forgery of documents, while Ramazan Sheshi has been ordered to prison after being charged with money laundering.
All 6 of them submitted forged documents to the real estate registration office and then, with the help of several Cadastral officials, appropriated the properties.
Among the officials is the former director of the Durrës Cadastre, Ardian Kona, a relative of Monika Kryemadhi, who was previously arrested for involvement in the same criminal fraud scheme.
For the alienation of 27,550 square meters by Shaqir Sheshi, the signatures of several Cadastral officials, former registrar Bedri Luku, former legal specialists Shpresa Kaloshi and Alma Çeka, were also forged.

Security measure ‘house arrest’:
– Shaqir Sheshi – suspected of the criminal offenses of “Fraud” and “Forgery of documents”.
– Viktor Mataj – suspected of the criminal offenses of “Fraud” and “Forgery of documents”.
– Arianit Mataj – suspected of the criminal offenses of “Fraud” and “Forgery of documents”.
– Besnik Xhafa – suspected of the criminal offenses of “Fraud” and “Forgery of documents”.
