The State Social Service has issued a clarification on the implementation of the decision of the Council of Ministers, approved on July 22, which provides for changes in benefits for people with disabilities and their personal assistants.
According to the institution, although the decision was approved on July 22, it enters into force with financial effect from July 1, 2026. This means that starting from August 1, beneficiaries will receive the payment according to the new values, along with the difference due to them for the month of July.
“The State Social Service informs citizens that the acts on the changes related to the benefits of persons with disabilities and their personal assistants were approved on July 22, 2026 by Decision of the Council of Ministers. The Decision of the Council of Ministers provides that these changes will enter into force with financial effect from July 1, 2026. For this reason, the State Social Service assures all beneficiaries that no acquired right will be violated and every benefit will be implemented according to the provisions of the decision, which means that starting from August 1, 2026, beneficiaries will receive payment according to the new values, along with the difference that belongs to them for the month of July. The State Social Service thanks every beneficiary for their understanding and assures you that the implementation of this decision will be carried out in full, guaranteeing respect for the rights of every citizen,” the clarification states.
On July 22, the Council of Ministers approved a new package of social measures for people with disabilities and their personal assistants.
The package foresees doubling the payment for over 10 thousand children with disabilities, recognizing the period of service as years of contribution for about 14 thousand and 600 personal assistants, as well as facilitating KEMP procedures in cases where the benefit is multi-year. The financial effects start from July 1, 2026, while the cost of the package for this year is estimated at over 15 million euros.
