The Prosecution Office at the First Instance Court of General Jurisdiction of Kukës has initiated criminal proceedings for the serious incident that occurred on September 8 in the village of Bujan, Tropoja, where a municipality employee lost his life and three others were injured after coming into contact with electricity.
As part of the investigations for criminal proceedings no. 390 of 2026, the Prosecution has requested the detention of Ndriçim Gjocaj, 36 years old, Director of Public Services, Tourism and Transport, and Gëzim Hasanpapaj, 60 years old, road maintenance technician at the Municipality of Tropoja.
The two officials, detained the day before, are suspected of the criminal offenses of “Abuse of duty” and “Violation of safety rules at work”, provided for by articles 248 and 289 of the Criminal Code. The serious incident occurred on September 8 on Dobrave Street, in the Bujan area, where four employees of the services sector of the Tropoja Municipality were placing a streetlight pole on the foundation.
According to the investigations so far, while installing the pole, the workers lost their balance and the pole touched the electrical conductors, sending electricity to the four workers.
As a result of contact with electricity, 59-year-old Muhamet Sylisufaj lost his life, while AD, ID and AA were injured, who were transported for medical assistance and are out of danger.
The prosecution is continuing investigations to fully clarify the circumstances of the incident and determine responsibility for the suspected violations.
