Top Channel journalist Anila Hoxha has managed to obtain details from the investigative file regarding the unauthorized addition to a building on “Llukë Kaçaj” street, near the QSUT.

The Prosecutor’s Office at the First Instance Court of General Jurisdiction in Tirana has registered criminal proceedings for the offenses of “Illegal Construction”, “Hiding Income” and “Abuse of Office”, in relation to a multi-storey building under construction on “Llukë Kaçaj” Street, in the capital.

The investigation was initiated following referrals from the General Directorate of the State Police and the Police Supervision Agency, while the suspicions are related to exceeding the construction permit, selling units in a partially informal manner and not fully declaring income. According to the investigative file, the building built by the entity “Mirson 2A” sh.pk (later associated with “Soni Idea Studio” and other entities), is suspected of having had deviations from the approved project, including unauthorized additions to the floors. In addition, investigators have found suspected cases of the sale of apartments through custom contracts and partial payments outside the banking system.

As part of the investigation, contracts, witness statements and documentation from local institutions, including the Municipality of Tirana and the Inspectorate of Territorial Protection, were administered. According to preliminary data, administrative measures were previously taken against the facility for violations during construction, but the works continued.

The file also includes suspicions of possible inaction by some territorial control structures, which according to the investigative materials did not intervene in time despite the findings on the ground. Investigations continue to determine the criminal and administrative responsibilities of all persons and entities involved in this matter.

During the investigative actions carried out by the State Police, searches were carried out in the homes of some of the suspects involved in the case, but in some cases they were not found at their declared addresses. Specifically, the verifications carried out did not find citizens Ferdinand Shtembari and Mirsim Jella, who did not appear at their residences during the police checks.

Following these circumstances, a police search has been carried out for these citizens as part of the investigative actions, with the aim of locating and questioning them. Sources from the investigation clarify that this measure does not constitute arrest or detention, but a standard procedure to ensure the presence of persons under investigation and clarify the circumstances of the case.
