The Special Prosecution Office Against Corruption and Organized Crime (SPAK) has announced the expansion of investigations against the former director of Albcontrol and senior official Belinda Balluku, who has been charged with the criminal offense of “Violation of equality of participants in public tenders or auctions”.
According to SPAK, after further investigative actions within the framework of criminal proceedings no. 136/2025, reasonable suspicions have been created against Balluk for the criminal offenses of “Passive corruption of persons exercising public functions” and “Laundering of the proceeds of a criminal offense or criminal activity”, committed in collaboration.
At the request of the Special Prosecution Office, the Special Court of First Instance imposed on June 3, 2026 the “preventive sequestration” property insurance measure on a villa in the “White Rocks” tourist resort in Gjilekë, Dhërmi, which is suspected to be indirectly owned by Balluk.
Balluku received this bad news for her, just a short time before she was to leave for vacation in her luxurious villa, which according to SPAK she bought with corruption money.
The seized object is a two-story individual villa of the “Begonia” type, with a construction area of 103 square meters, a veranda of 34 square meters and a plot of no less than 300 square meters.
According to preliminary investigations, the property is suspected of representing an irregular benefit worth 145 thousand euros, which was allegedly requested and received by Balluku in exchange for favoring the company “Eurocol” sh.pk in a public procurement procedure conducted by Albcontrol.
Investigators claim that in the procedure with the object “Reconstruction of the Albcontrol technological building to improve conditions”, with a limit fund of over 88.6 million lek, as well as in the contract addendum worth over 14.1 million lek excluding VAT, actions were carried out in violation of public procurement legislation.
According to SPAK, Balluku, in her capacity as General Director of Albcontrol, together with former Head of Procurement Evis Berberi and other members of the procurement unit, are suspected of having drafted criteria and tender documents that favored the winning economic operator.
The prosecution claims that the favoritism of the company “Eurocol” continued during the implementation of the contract, including the provision of a prepayment of 50 percent of its value.
According to the investigative file, the villa at the “White Rocks” resort is considered the irregular benefit received in exchange for this favoritism. SPAK also claims that fictitious legal actions were used to hide the origin and real ownership of the property.
Investigations have uncovered a 2018 order contract and subsequent rental contracts, which are suspected of being used to disguise the true ownership of the villa. According to the Prosecution, other individuals, identified by the initials IT and JB, were also involved in this scheme.
SPAK informs that investigations are continuing to fully document the facts, identify other persons involved, and determine criminal responsibilities for each of them.
Meanwhile, the persons named in the proceedings enjoy the presumption of innocence until a final court decision.
