The asset declarations of members of the Government have been made public to the High Inspectorate for Declaration and Control of Assets and Conflict of Interest (HIDAKKI) for the year 2025.
What is striking is that most of the ministers of the “Rama 4” government have loans. Some of them have increased their assets, while others have suffered a decrease in savings in their bank accounts during 2025.

According to the declaration, Prime Minister Edi Rama has reported for 2025 about 110 thousand euros in income from other sources, in addition to the salary he receives as head of government.
The statement does not specify the source of these revenues, which amount to 10,904,091.27 lekë. It is suspected that they may come from the sale of works of art.
Meanwhile, the declared salary of the prime minister is 3,402,084 lek. Over the past year, his bank account has increased by 349,544.65 lek.

It also turns out that Koçiu also has an active loan where he must pay around 12 thousand euros.

Minister of Infrastructure and Energy Enea Karakaci, during his statement to HIDAA, stated that he benefited from a salary of 304,595 lek in a bank account. Of that, 27,714 lek from bank interest, while as administrator of OSHEE he declares 3,372,805 lek as a monthly salary.
He also states that he has a bank loan of 5,038 euros, of which he still has 52,309 euros to repay. The minister also stated that he has paid 23,618 lek on credit cards and has an additional 10,802 lek in debt.
